Healing must be GOD's Divine Will. We must consider the reason why one is in need of Healing. Is the reason for Healing physical, natural, spiritual, emotional etc... some people need Healing due to their own sin, generational or for the Glory of GOD.
We are to Pray for the person and seek GOD's Divine Wisdom. Many times Healing comes through change of habits as well. When laying on of hands is considered one must have clean hands meaning standing upright before GOD not just a believer. The one in need of the Healing also must be upright before the LORD (in certain cases not all). But they must have Faith.
Again it is not just by the laying on of hands some must Fast. This is for casting out demons. Those who believe but are in need of a greater Faith must Fast. The demons know because if they do not fear they can cause harm to the individual or individuals.
Not all those in need of Healing will be Healed. The Bible does make it clear that we too will suffer. Either way we must just remain Faithful to GOD accept what is and declare for GOD I live move and have my being.

I believe it is always God's will to heal. But there are varied ways He accomplishes this. As far as generational curses., if you know Jesus, He paid for all sin, and no generational curse has power over the believer. Our habits have power but only because we gave ourselves to them, but nothing that Jesus has not already paid for and can free us from including curses. Jesus took our curses too. So God is not imputed sin (or curses) on His children.
If someone needs healing it will not be because he is clean, but because he realizes he can't do it and it is the power of God and mercy and grace., not because someone deserves healing. No one deserves anything., we get to have it based on grace.
Fasting is not how we get healing., Jesus already paid for all of these things that we cannot earn. demons can't overpower a believer who is trusting Jesus. Jesus is our strength., not us. When we know this, that is when we are strong.
When we are told that we will suffer persecution and tribulation, ., it is from what is on this earth, not by God's direct hand to us. All judgment is paid for by Jesus. All payment has been paid in full. Jesus remained faithful so He goes before us. We are clothed in Christs righteousness, not our own. This is really good news.
