This is one big advantage that gay couples have.. They never have to decide whether the man or the woman should pay. :p
I actually asked a gay person about this once... because I wondered what the social etiquette was when two people are the same gender. In his opinion, it was whoever reached for the check first.

It's not that I'm promoting anything at all. I was just curious as to what people do in those situations.

I can picture two guys - or girls - sitting at a restaurant table talking for two hours, each waiting for the other to pick up the bill.

basically, in my area the guy can expect to pay. She will offer but intends for you to. If you let her pay half, this might be seen as a strike against you, depending on other factors. And some gals might only give you two strikes...
For the first date or two, yes. Just do it, it's easier and it doesn't rock the boat.

For the entire courtship process? No, I don't think that's reasonable, and it's really simple - if both parties pay then they can spend more time together doing more fun activities. If only one party pays, then that means less time together.

It's really simple, you tell someone you have a budget in mind and you're not interested in going outside that budget. Explain what that budget breaks down to in terms of a 12 month projection. If fiscal responsibility isn't sexy to a date, then you're never going to keep up with that person any ways.
