To be 'under the Law' meant to be trusting it as the means by which we can find salvation. That was what the Scribes and Pharisees thought they could do, be saved by the way in which they observed the Law. It was never the original intention of the Law. Israel were not intended to be 'under the Law'. They were intended to see the Law as the Psalmist in Psalm119 did, as something to delight in. They were under grace. Redemption came first, backed up by sacrifices, obedience was to follow..
