The nearest I can find is

Ezekiel 36:26
A new heart I will give you, and a new spirit I will put within you; and I will remove from your body the heart of stone and give you a heart of flesh.

Even that text does not say OT saints were indwelt with the Holy Spirit.

1 Samuel 19:9 One day an evil spirit from the Lord took control of Saul. He was sitting in his house with his spear in his hand, and David was there, playing his harp.
God uses evil spirits to do his will. Here’s another one where God put a lying spirit in the mouths of the prophets.

1Ki 22:23 (KJV) Now therefore, behold, the LORD hath put a lying spirit in the mouth of all these thy prophets, and the LORD hath spoken evil concerning thee.

Agree. It reminds me a little of the beginning of Job:

Job 1:12 And the LORD said unto Satan, Behold, all that he hath [is] in thy power; only upon himself put not forth thine hand. So Satan went forth from the presence of the LORD.

It’s like some people think God is in heaven wrenching his hands hoping that evil won’t happen when he is the one who brings it about lol.
