Yes and no. The Baptisim of the Holy Spirit was not for salvation it was empowerment . as Acts 1:8 states you will recieve Power after the Holy Spirit has come upon you. The context of come upon was like the Old testament account read about
The "Spirit of the Lord " = Holy Spirit . How He came on Samson, Elijah, Elishia , David etc.. all had a relationship with God
agreed? I dont think that we can compare the OT believers with the NT believers. We find that miracles through some prophets ore OT believers were given in a special time and with a certain purpose. In case of Samson, his power was depend on certain conditions, f.e. not to cut his hair.

Thomas did not received the Holy Ghost. And there is no hint that he got Him afterwards.
