It isn't a biblical requirement. I think he is trying to check for sincerity.

Yes.

Even Paul when addressing some believers who were playing favorites with those who baptized them said he was thankful it wasn't him who baptized them. Almost like indicating that their actions reflected a poor choice to baptize. But that is the only scripture to speak in that way.
