Can a Christian believe in Noahs flood not being Universal?

How can the whole world be flooded by a flood of 15 cubits in height as indicated in Genesis?
A cubit is anywhere from 17 to 21 inches. 15 cubits would therefore be no more than about 300 inches (25 feet).

Genesis 7:20 Fifteen cubits upward did the waters prevail; and the mountains were covered.

Noah never had polar bears and penguins in the ark, neither did he have jumping kangaroos. The animals he collected were local to him.

I haven't done it, but it might be worthwhile looking up the Hebrew for mountains. It might be a homonym.

I can definitely agree with these mountains meaning a range of hills as the previous verse clearly states all the high hills being covered.

Genesis 7:19 And the waters prevailed exceedingly upon the earth; and all the high hills, that were under the whole heaven, were covered.

The Bible often uses figurative language. It doesn't pay to take everything literally. It is the same with the seven days of creation.

To add to this, people have found fossils on the highest mountain peaks, which backs up a literal reading of Genesis.

Question: Was the end of all flesh and everything that had breath before the Lord in exception to Noah and all in the ark, or was it in regards to the end of the age, and maybe even the end of the millennium, as in the reaping of everything in Revelation 14?
When the Lord in Genesis 6:11-12 sees the earth corrupt and filled with violence, having corrupted the Way of the Lord; to which end the Lord states that He will use the earth to destroy all mankind (Genesis 6:13);...is the Lord referring to the flood of waters during Noah's time as the earth which He will use to destroy all flesh?
How was the whole earth corrupt and filled with violence 9 generations from Adam?
Did Adam's offspring circumnavigate the whole earth in 9 generations, and if they did, did they then all become corrupt from the Way of the Lord and fill the earth with violence?
The answer that makes all the scriptural pieces of the puzzle fit together is that Genesis 6:11-13 is the Lord declaring the future end of the present age where He uses the works of mankind on the earth to bring about its demise.

Genesis 6:11 The earth also was corrupt before God, and the earth was filled with violence.
12 And God looked upon the earth, and, behold, it was corrupt; for all flesh had corrupted his way upon the earth.

13 And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.

I have found fossils on the top of Mount Snowdon and other mountains, they have been there for thousands of years, but they have never been under water.

But they were at one time for the fossils to be on the mountains: so at one time the mountains were under water.

I think God looks at the heart of a matter when it comes to salvation. He knows who has a softened heart, who has the spirit of His, who really is all in, in all that is said, thought and done. I believe the bible is a very profitable tool He uses to get us where we need to be, which is in Him. I think He is the salvific issue. We must be believing, and unless on our deathbed at at the time repentance, He calls us to sanctification. A process that can be quite uncomfortable, even downright painful. The gain is rooted in Him and the resulting fruit belongs also to Him.

There are so many things in the bible that seem unbelievable...the talking donkey, Jonah hanging out in a whale, and lived to tell the story, the serpent's ability to deceive in the garden, the many miracles, the worldwide flood and how about the arc filled with every creature. The words manifestations played out since the dawn of time is another whoa factor to consider. Let's not forget about His resurrection, the greatest of all unconcievable truths. I don't understand God how could I, I am just one of His created beings. However, He generously shares nuggets of His info, His attributes and patterns, His Holiness, His Mercy, Goodness and Love, not to mention His righteous judgements. I think when it comes to believing in Him and in His truths, in the historical data given, we should be astonished and delighted, oh so encouraged to see and to fully believe...

just how accurate it is that with God all things are possible.

This place, near where I live, was under the sea millions of years ago. There is an abundance of fossils on the hill tops.

Seems to indicate one who is standing on science as an authority while looking at the Bible saying,
"There seems to be evidence that the Bible might be true."
As opposed to one standing on the Bible as an authority saying, "In some cases science agrees with the Bible."

Correct. There was no world-wide flood that destroyed all civilisations.

The Old Testament is about Eretz Yisrael and Their World.

The plague of Locusts in Exodus 10:5 that "covered the face of the whole earth" did not extend to the whole world. It was a local plague.

In Numbers 22:5,11 we read that when the Israelites settled in Canaan they "Covered the face of the earth." They were not in the whole world.

In Gen 4 the Bible says "Behold thou hast driven me out this day from the face of the earth." Cain was driven out from the land where he was living.

When the devil tempted Jesus he took him up into an exceeding high mountain, and sheweth him all the kingdoms of the world. It was what they could see. Their world.

When the Israelites conquered Canaan we read in Deut 2:25 This day I will begin to put the dread and fear of you on the peoples who are under the whole heaven. The whole heaven was their immediate neighbours.

Language changes. In medieval England when they wrote about the county in which they lived, they wrote country. About a mile from where I live is a boundary between two villages called "World End." People went out of one world and into another. We need to understand these things.

Yes, the tops of mountains on which clam shells and other mollusks have been found were at some time underwater. This is known as tectonic plate activity where one plate of the earth collides with another plate thereby causing upheaval of land masses.
In the Genesis account the earth is underwater for less than a year. Even if the whole earth were covered in water for this time (and even less time for the tops of mountains), several months would not have been enough time for clam shells and other mollusks to develop to full size as the fossils found indicate. It takes years for mollusks to grow to full size.

The sediments were deposited along with the mature organisms. Deposition could have occurred very quickly and in stages. Moreover Psalm 104 mentions how the ‘mountains rose’ and ‘valleys sank’ which has significant meaning. The theory of plate tectonics, although immensely popular, was not developed by geologists, it was proposed by geophysicists to explain earthquakes. It fails to explain mountain building but Psalm 104 dovetails nicely into Genesis 7 for explaining mountains and sedimentation.
