Can one repent at the Judgement or after death?

Not quite sure I understand what you are asking. However I will say that, everyone who comes into the world will exist for forever. The righteous, those whose names have been written in the book of life, will exist forever immortal and glorified in the joy of the Lord in the kingdom of God. Those wicked, those whose names that were not written in the book of life, will also receive resurrected bodies albeit mete for their existence in the lake of fire.
The short answer is that, no one becomes nonexistent. There are just no scriptures that support this idea. If a believer turns away from faith and goes back into the world, willfully living according to the sinful nature and dies in that state, they will suffer the same as fate as a non believer.
"My brothers, if one of you should wander from the truth and someone should bring him back, consider this: Whoever turns a sinner from the error of his way will save his soul from death and cover over a multitude of sins."

God’s message regarding those who have died
13-17 Now we don’t want you, my brothers, to be in any doubt about those who “fall asleep” in death, or to grieve over them like men who have no hope. After all, if we believe that Jesus died and rose again from death, then we can believe that God will just as surely bring with Jesus all who are “asleep” in him. Here we have a definite message from the Lord. It is that those who are still living when he comes will not in any way precede those who have previously fallen asleep. One word of command, one shout from the archangel, one blast from the trumpet of God and the Lord himself will come down from Heaven! The "no hope" is a contrast. I do not see that one who dies in ignorance can not repent after death.

3 The teachers of the law and the Pharisees brought a woman they had caught in bed with a man who was not her husband. They forced her to stand in front of the people. 4 They said to Jesus, “Teacher, this woman was caught in the act of adultery. 5 The Law of Moses commands us to stone to death any such woman. What do you say we should do?”
6 They were saying this to trick Jesus. They wanted to catch him saying something wrong so that they could have a charge against him. But Jesus stooped down and started writing on the ground with his finger. 7 The Jewish leaders continued to ask him their question. So he stood up and said, “Anyone here who has never sinned should throw the first stone at her.” 8 Then Jesus stooped down again and wrote on the ground.

Hebrews 9:27 was answered in the OP. Two views of those in the grave. They are unconscious(SDA, JW's Christadelphians) or they are alive(Isaiah 14, Luke 16). In Peter Jesus preached to the dead or Announced the Victory. People in the grave were resurrected when Jesus rose from the dead. We are not given much detail about them. Likely, it was the righteous from paradise side of grave.
