D. The dreadful beast, the most interesting of the four, 7

“After this, I saw in the night visions, and behold, a fourth beast, dreadful and terrible, exceedingly strong. It had huge iron teeth; It was devouring, breaking in pieces, and trampling the residue with its feet. It was different from all the beasts that were before it, and it had ten horns. I was considering the horns, and there was another horn, a little one, coming up among them, before whom three of the first horns were plucked out by the roots. And there, in this horn, were eyes like the eyes of a man, and a mouth speaking pompous words.”

This corresponds to the legs of iron and the feet of iron and clay in the image of chapter 2. What makes this beast diverse from the other three is that it is not like any beast represented by the animal kingdom; And unlike the other three, it is adorned with 10 horns.

1. Its strength is illustrated by the fact that this beast boasted teeth and claws of iron with which it devoured the other three kingdoms.

2. This beast was also adorned with ten horns.
Horns are a symbol of power, and the power of this beast was far greater than the power of the three previous beasts. The ten horns correspond to the ten tows of the image in chapter 2

III. Meaning is Provided by the Angel, 15-28
What we are going to do at this point is skip to verses 15-28 and then we will come back and pick up verses 9-14 at the end next week.

A. Revealed interpretation = absolute meaning

“I, Daniel, was grieved in my spirit within my body, and the visions of my head troubled me. I came near to one of those who stood by, and asked him the truth of all this. So, he told me and made known to me the interpretation of these things: ‘Those great beasts, which are four, are four kings which arise out of the earth. But the saints of the Most-High shall receive the kingdom, and possess the kingdom forever, even forever and ever.’”

Notice, Daniel says, “he told me and made known to me the interpretation.” So, revealed interpretation = absolute meaning, and this was provided by the spokesman in the vision. This defies all human attempts of interpretation. There is no other possible meaning. Would that everyone (the millennial mind) could grasp this concept!

The interpretation given by the speaker is that four kingdoms would arise out of human history and that in the time of the last of these four kingdoms, the saints would receive the kingdom that we saw portrayed in the vision of the colossal image of chapter 2, and they would possess it forever.

The dream is an outline of the next 550 or so years of human history before it was to unfold.
Actually that dream takes one from the reign of Nebuchadnezzar to the eternal reign of Christ in His eternal Kingdom. Not just a small fraction of time.

And in the days of these kings shall the God of heaven set up a Kingdom, which shall never be destroyed: and the Kingdom shall not be left to other people, but it shall break in pieces and consume all these kingdoms, and it shall stand for ever. (Dan 2:44)

1. The history of the Roman Empire.
Question: When did the Roman Empire begin?
What we have to understand if we are to properly index the historical structure of this is what period of Roman history this identifies.

The history of Rome was divided into four periods of rule – The period of the kings, the period of the Republic in which the senate ruled, and Imperial Rome which was ruled by an emperor.

EARLY RULERS OF THE ROMAN REPUBLIC
The Period of the Kings lasted only 115 years, 625-510 BC.
The first period in Roman history is known as the Period of Kings which lasted from Rome’s founding in 625 BC until 510 BC. During this time, Rome was led by no fewer than six kings. Politically, this period saw the early formation of the Roman constitution. The end of the Kings came with the decline of Etruscan power, thus ushering in Rome’s Republican Period.

REPUBLICAN ROME LASTED 479 YEARS, 510-31 BC.
This period saw the rise and fall of 10 magistrates that were elected from the senate, but the power rested with the Senate, not the magistrate. These also served as commanders in chief of the army.

The western empire fell in 476 A.D when Odoacer, the Germanic king, deposed Romulus Augustulus. Rome’s eastern empire came to be known as the Byzantine Empire which lasted until the Islam nations defeated Constantinople in 1453 AD. Over all, Rome lasted 1,070 years from the time of Romulus in 625 BC to Romulus Augustulus in 476 A D,

In 31 BC, Octavian became dictator while Rome was still a Republic. In 44 BC, following the death of Julius Caesar, Rome found itself in a civil war struggle for power. Rather than fighting one another, Octavian, Lepidus, and Mark Antony decided to form the second triumvirate. They divided Rome into three parts. Octavian would rule the West, Antony would rule the East and Lepidus would rule Africa. Eventually, Lepidus was forced out by Octavian on the pretext of treason and Mark Antony committed suicide leaving Octavian as the sole ruler of Rome. Following his victory over Egypt in 31 BC, Octavian assumed the title of Augustus and in 27 BC, he was appointed by the Senate as the first emperor of an Imperial Rome.

2. The power of the dreadful beast
“After this, I saw in the night visions, and behold, a fourth beast, dreadful and terrible, exceedingly strong. It had huge iron teeth; It was devouring, breaking in pieces, and trampling the residue with its feet. It was different from all the beasts that were before it….”

The power of the beast is represented by the ten horns of the beast – “and it had ten horns.” Following the consecutive line of kingdoms of Daniel’s visions, there is no question that historically, Rome was the fourth kingdom of those visions and the ten horns are ten imperial rulers of the fourth kingdom.

3. The other horn
“I was considering the horns, and there was another horn, a little one, coming up among them, before whom three of the first horns were plucked out by the roots.”

This is an eleventh horn, or king that is represented as separate from the other ten.

4. The eyes and mouth of the little horn
“And there, in this horn, were eyes like the eyes of a man, and a mouth speaking pompous words.”

As a symbol, the use of eyes in scripture can refer to many things. It can suggest all seeing, ceaseless vigilance, wisdom, intellect, insight, understanding, and color or brilliance. Nine times in the Old Testament the Hebrew word 'ayin, “eye,” is used to represent the idea of color or brilliance (Ezekiel 1:4, 7, 16, 22, 27; 8:2; 10:9, Daniel 10:6, and Proverbs 23:31;). This may suggest that “full of eyes,” refers to their appearance as being one of shining brilliance. As it relates to the little horn it may represent intellectual shrewdness, certainly to a degree that is superior to the three which were rooted up. But, the phrase “eyes of a man” is used in conjunction with the speaking of “pompous words.” This may then suggest that this little horn viewed things only through the lens of human understanding as opposed to the saints he was persecuting who saw things through the eyes of revealed knowledge. The persecution of the saints is the result of a mind that rejects revealed knowledge because he sees reality through the eyes of a man.

I fully agree, Daniel 2:44 is the (Eternal Kingdom) in the New Heaven, Earth, Jerusalem.

5. Contemplation of the vision

It's more than just a recitation of Isaiah chapter 2 in that it includes the part about the kingdom being restored to Israel (Acts 1:6).

Here it is, again:

"And thou, O tower of the flock, the strong hold of the daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the daughter of Jerusalem." (Micah 4:8)

Of course, you conveniently didn't mention that part because it clearly shows you to be in error.

This verse says nothing about man's breath being taken away. Instead, it's an admonition for God to cease from man whose breath is in his nostrils.

B. Daniel and John represent the same dream from two different vantage points.

The difference between Daniel and John in their experience with this vision is that Daniel was living in the time of the beginning of these events (he had this vision in the time of Belshazzar) and everything he saw concerned events that were still future to the time of Daniel.

When John saw this same vision, he was living in the time of the close of these events. Most of the things seen by Daniel had by John’s time, become part of history. When John saw this vision in Revelation 13 and 17, he saw ten horns just as Daniel did, but John’s vision only focused on seven of the horns. Unlike Daniel, John identifies these seven horns, not by name but by a temporal context.

“The seven heads are seven mountains on which the woman sits. There are also seven kings. Five have fallen, one is, and the other has not yet come. And when he comes, he must continue a short time. The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition.”

The vision of the dreadful beast of Daniel seven is difficult to understand in relation to human history. Perhaps one of the reasons it is so difficult to put together is because the text of Daniel does not give us a definitive starting point to identify the horns of the beast.

I have read commentary after commentary on Daniel 7 which only served to strengthen my disdain for commentaries. I have poured over countless papers written by everyone from PhD's to lay ministers and everyone in between. It seems everyone out there has an opinion on these verses and no one's opinions seem to agree with that of anyone else. There are as many different views of the ten horns as there are people who have tried to explain them. Even preterist writers do not seem to be able to agree with one another. Some even attempt to force the papacy into the interpretation of these symbols; needless to say, this does not even begin to work.

Most of what you will find out there on the book of Daniel is from the millennial camp that views Daniel’s prophesies strictly from the futurist perspective which I dismiss. Millennial theories of whatever kind, are nothing more than excursions into the fantastic with some even bordering on the absurd, and so many millennial expositors disagree concerning the meaning of the symbols.

The difference between the historical view and the futurist view is that “the historical view actually promotes historical understanding against which prophecies can be examined. Futurism attempts to force fanciful projections onto prophecies and projects them into a future that cannot be confirmed or examined against anything. One is based on the historical witness while the other is based on seemingly limitless human imagination” (HeRoseFromTheDead) as if prophecy were somehow subject to human definition, interpretation, and application.

In order to try to put this vision into some form of credible historical context, (indeed, this vision does establish an historical framework of events), I would like to present two possibilities for a plausible point of reference from which to begin. Rather than attempting to force the text to conform to speculative events that have not yet happened (which is what everybody and his brother seems bent on tries doing), let us see how history conforms to the text. We have to follow the construction of the vision as it appears in the text. With that, let us begin with Revelation 17:9-11.

John appears to be seeing elements of this vision that Daniel did not record. You have to remember that Daniel 7:2 tells us that Daniel only summarized the vision and did not record all that he had seen. In Revelation 13 and 17, John appears to be seeing only the succession of the first eight emperors and his own place in the timeline of those emperors. So, unlike Daniel, John provide a temporal index from which to identify the horns. Daniel seems to focus more on Domitian and the second persecution. Daniel mentions nothing about “the eighth” horn, nor does he mention the ninth and tenth horns, though he does confirm there were ten horns.

1. Here is what John saw in Revelation 17:9-11
“The seven heads are seven mountains on which the woman sits. (The woman is Jerusalem and the seven mountains are Rome.) There are also seven kings. Five have fallen, one is, (this establishes the temporal context) and the other has not yet come. And when he comes, he must continue a short time. The beast that was, and is not, is himself also the eighth, and is of the seven, and is going to perdition.”

What John is confirming is that five of Daniel’s horns / kings have now come and gone, that he himself was living in the time of the sixth horn, and that two more would quickly follow.

Questions: Who are these seven kings and who was the first? βασιλεῖς typically means king, ruler, or sovereign, but as Strong’s says, in some passages it is clearly to be translated as emperor. So, what are the possibilities and where do we begin?

a. First possibility
If we begin with Julius Caesar as the first horn or king as many expositors suggest, then the five who were fallen would be:

 Julius Caesar 49 BC – 44 BC

 (The second Triumvirate consisting of Augustus, Lepidus, and Mark Antony.) Thus, one could argue that the reign of Augustus actually began in 44 BC as the dominate member of the triumvirate.

 Augustus, 31 BC-14 A.D.

 Tiberius, 14-37

 Caligula, 37-41

 Claudius, 41-54
Claudius would have been the fifth who was fallen if we begin counting from Julius Caesar. This would mean that the one who “now is” was Nero. Galba would be the one who had not yet come, and when he comes, he must continue a short time.” The eighth would be Otho, the one that “was and is not.” Does this work? Perhaps, but it does not correspond very well to the three who are rooted up in Daniel 7:8.

b. A more plausible possibility
If we begin with Augustus then the five who were fallen would be:

 Augustus, 31 BC-14 A.D. This makes much more sense because he was the first emperor, not Julius Caesar.

 Tiberius, 14-37

 Caligula, 37-41

 Claudius, 41-54

 Nero, 54-68
These five rulers were dead and gone when John received this vision. If this is correct, this means that Galba was the one who “now is.” He would be the emperor in power when John saw this vision. John saw this vision during the time of the first horn to be rooted up. Otho would then be the one who had not yet come, “and when he comes, he must continue a short time.” This certainly fits because Otho had the shortest reign of any Roman Emperor. The eighth would have been Vitellius.

Question – how is Vitellius the eighth yet “of the seven”??? Admittedly, I have no idea!

c. John also saw something else in Revelation 13.

 He saw that the beast received a mortal wound on one of its heads.

 He also saw that the wound had become healed.

The wound corresponds to the rooting up of the three horns of Daniel 7; and as we will see in a moment, the reign of Emperor Vespasian was the healing of the mortal wound of this beast.

2. Here is what Daniel saw.
“I was considering the horns, and there was another horn, a little one, coming up among them, before whom three of the first horns were plucked out by the roots.”

a. Daniel saw ten horns just like John.

b. Unlike John, Daniel saw three horns that would be rooted up, but he does not speak of the eighth. Remember, both John and Daniel are following a line of ascension in these horns. Following the line of ascension, the three who were rooted up can only be:

 Galba, AD 68-69 – When John saw this vision, Galba was the reigning Emperor. He is the one who “now is” and only reigned for 7 months. This means that John saw this vision sometime between June of 68 and January of 69.

 Otho, AD 69 was the one who has not yet come who would “continue a short time.” Revelation 17:9-10. This was certainly true because he only reigned for about three months from January–April, 16th. This was the shortest reign of any Roman Emperor.

 Vitellius, AD 69 was the one “who was and is not.” Quite a fitting description since he only reigned 5 ½ months from July, 1 to December, 20. I suppose this would be comparable to saying, “he was there and gone.” This is how one might describe a wisp of smoke; it was there and then it wasn’t. This fits very well with the three who were rooted up in Daniel 7:8.

These three ruled for a total time of about a year and a half during which time Rome was in a state of chaos and it looked as if the Empire was about to collapse from civil war. This was the wound on the head of the great beast in Revelation 13.

 Vespasian, AD 69-79, “who is also an eighth” mentioned by John, was the healing of the wound on the head of the beast in Revelation 13:3. During the reign of Vespasian, Rome began to stabilize and become powerful again. It is also important to note that Vespasian was not a persecutor of the Church.

 Titus Flavius (son of Vespasian), AD 79-81. He was the last of the ten horns seen by John but is not singled out as are the others. Titus Flavius was also not a persecutor of the Church. There is no direct mention of Titus Flavius by either Daniel or John. He was merely one of the ten horns.

 The Little Horn
“And another (horn) shall rise after them.” That is, after the ten. This can be no one but Domitian, AD 81-96 (also son of Vespasian), AD 81-96. He was the eleventh emperor of Rome."

“He shall speak pompous words against the Most-High, shall persecute the saints of the Most-High, and shall intend to change times and law. Then the saints shall be given into his hand for a time and times and half a time.” (25).

 “Speak pompous words against the Most-High.”
The deification of Emperors was nothing new. Even Augustus declared himself to be CAESAR DIVI FILIUS, “son of god” (said to be Zeus incarnate). Nero was said to have been Apollo incarnate. Caligula was the first emperor to demand to be worshiped demanding that citizens everywhere bow to his statue. It was common practice for Caesars to be deified after their death but, Domitian insisted upon deifying himself while he was still living. He saw himself as absolute ruler and declared himself dominus et deus, “lord god."

 This horn would be a persecutor of the saints for “a time and times and half a time.” Domitian only reigned five years. According to Tertullian, (Apology of Tertullian chapter V). Domitian eventually ceased his persecution of Christians and even recalled some of the Christians whom he had exiled. It is doubtful this was in any way an act of remorse on Domitian’s part. It may have simply been that Domitian believed persecuting Christians was not politically advantageous. But for whatever reason, his persecutions ceased. So, according to Daniel, this horn would persecute the saints for a limited time of 3 ½ years of his five-year reign.

Five times in Revelation, John speaks of a specific period of time and the things that are connected to it speaking of it in four different terms – “a time and times and half a time,” 3 ½ years, 1260 days, and 42 months. All of these relate to the same period of linier time, Revelation 11:2 and 3, 12:6 and 14, and 13:5.

 He would “intend to change times and law.”
I am sure I do not understand all that is implied in this statement, but one thing Domitian did that relates to the idea of changing law was that when he became emperor, he dissolved the power of the Senate and had some senators executed and others exiled. All power and authority now rested solely with the emperor.


3. Thee end of the pompous horn’s reign.
“But the court shall be seated, (God is sitting in judgment on this horn), and they shall take away his dominion, to consume and destroy it forever. Then the kingdom and dominion, and the greatness of the kingdoms under the whole heaven, shall be given to the people, the saints of the Most-High. His kingdom is an everlasting kingdom, and all dominions shall serve and obey Him.’”

When Domitian died, Nerva became emperor and reigned for two years. Since he was not a persecutor of Christians, the Church was able to enjoy a 3 ½ year respite from Roman persecution until the reign of Trajan in 98 AD. Trajan began the third persecution.
