In 1 Peter 3.21 Peter makes it clear that it is a symbol or figure.

The word Peter used is anti-type.

OT type:---------------saved by water > verse 20
NT anti-type:----------saved by water > verse 21

 Ephesians 5:26 (NKJV)
[SUP]26 [/SUP]that He might sanctify and cleanse her with the washing of water by the word,

This means water baptism, you cannot obey "the word of God" and not be baptized.
The cleansing power of the word on our conscience does not mean baptismal regeneration.

The ONE Name.... Rev 19:Rev 19:13 And he was clothed with a vesture dipped in blood: and his name is called: The Word of God.

The ONE NAME is the WORD OF GOD....

So here is the answer to ALL the three commands....
TEACH THEM WHAT? ............
THE WORD OF GOD
BAPTIZE THEM IN WHAT? ....THE WORD OF GOD
OBSERVE WHAT?...................THE WORD OF GOD

The Word of God is God... John 1
The word of God was made flesh, Jesus.... John 1
The word of God is the Truth (Spirit of Truth)... John 17 in what we are SANCTIFIED IN!

Baptized in water, Acts 8:36-38; Acts 10:47,48.

The very passage itself says that it's about a good conscience before God; and that the baptism is a figure, a symbol.

It's faith in His blood that saves; and the repentant thief on the Cross found it hard to be baptised.

Eph 2:8-------------------faith>>>>>>>saves
1pet3:21------------------baptism>>>>saves

Only one way to be saved, so faith must include baptism.

The thief is not an example of NT salvation.

Actually verse 11 makes it clear that the circumcision of the New Testament believer is spiritual. And it's the power of the Resurrection (verse 12), not baptism, that brings new life to the person who is born again.

Col 2:12 "Buried with him in baptism...."

Linking baptism with the new birth is plain wrong.

Jn 3:5------------------spirit++++++++++++water>>>>>>>>>>>>>.in the kingdom
1cor12:13------------spirit+++++++++++baptized>>>>>>>>>>>>in the body
1Pet1:22--------------spirit+++++++++obey the truth>>>>>>>>>purified souls

The bible sure does make a link between the new birth and water baptism.

can i be baptized in water without trusting Christ for my salvation and still be saved?

No, MK 16:16 Jesus made belief a prerequsite to being baptized and baptism a prerequsite to salvation.

This has always been the relevant question. Christ gave the parable of the wedding feast in which the guest without the wedding garment was cast into outer darkness. (Matt. 22:11-). Paul describes those that have been baptized as having "put on Christ" (Galatians 3:27). The Greek here (Strong's 1746) means to "sink into a garment" or to "invest with clothing".

Perhaps the question could asked: Do you want to be without your wedding garment at the necessary time?

...and only those that are saved are those that are in Christ.

...and you know that the Lord Jesus says there: 'and he that believeth not shall be damned'; absence of baptism does not damn.

The thief is not an example of NT salvation.
then what lamb was sacrificed to absolve him of his sin?

for this is the requirement of the law:

The Lord said to Moses: “If anyone sins and is unfaithful to the Lord by deceiving a neighbor about something entrusted to them or left in their care or about something stolen, or if they cheat their neighbor, or if they find lost property and lie about it, or if they swear falsely about any such sin that people may commit— when they sin in any of these ways and realize their guilt, they must return what they have stolen or taken by extortion, or what was entrusted to them, or the lost property they found, or whatever it was they swore falsely about. They must make restitution in full, add a fifth of the value to it and give it all to the owner on the day they present their guilt offering. And as a penalty they must bring to the priest, that is, to the Lord, their guilt offering, a ram from the flock, one without defect and of the proper value. In this way the priest will make atonement for them before the Lord, and they will be forgiven for any of the things they did that made them guilty.”
(Leviticus 6:1-7)

Jesus forgave sin even before He was crucified, not demanding first the blood of goats, but faith in Him - it is for this that they crucified Him!

Water baptism is appeal to God for a good conscience.
...but it's not an automaton that supposedly replaces the need for the conscience to be purged before the symbol is administered.

Since in Mk 16:16a Jesus made belief a prerequsite for being baptzed that means an unbeliever cannot be baptized.

Therefore when Jesus said "he that believeth not" that automatically includes not being baptized for "he that believeth not" has not been baptized.

then it is obviously not ritual water baptism alone that saves.

hmmmm this all seems to hinge on Christ, and trusting in Him.

Can one face God with a clean conscience who has not had his sins remitted? No. Since water baptism remits sins, then baptism is the appeal to God for a good conscience.

I've never argued baptism alone saves.

1 Pt 3:21 Peer did not say "baptism alone now saves us", but he is using baptism as a synecdoche were baptism includes belief, repentance, confession.

The cleansing power of the word on our conscience does not mean baptismal regeneration.
Baptism is not taking a bath putting away the filth of the flesh (1 Pet 3:20-21) Peter makes this clear, it is a spiritual cleansing putting you in spiritual contact with the cleansing blood of Christ, the answer of a good conscience.
