So then you can't explain nor understand those verses, right? If you could, you'd have been able to answer your own question and you
probably wouldn't have needed to ask it.

You mean you believe mans will is sovereign over Gods will, which is Blasphemy ! Mans will is the god you bow to !
Some of the things you say are funny. God's will is outlined in the scriptures. They will come to pass. God has given men, all men, a free will to choose his way or suffer the consequences. If man is to receive mercy and grace, man is to do it God's way as outlined in the scripture. Believe on the Lord Jesus Christ! Man cannot will it or run it any other way. God's way is the only way.

16 Rejoice evermore.
17 Pray without ceasing.
18 In every thing give thanks: for this is the will of God in Christ Jesus concerning you.
19 Quench not the Spirit.
20 Despise not prophesyings.
21 Prove all things; hold fast that which is good.
22 Abstain from all appearance of evil.

Your beliefs are atheistic, elevation of man's will over God's will .
Thank you for your opinion. Your beliefs puts God as the author of sin and gives you an excuse for your disobedience.

The above verses are unto edification, not unto judgement. Edification is how those of the elect/born-again are taught by God and
thereby they learn.

Is it the will of God for believers to rejoice in everything? Do all believers rejoice in everything? Do some fail on this? Of course.

Of course, everyone falls short, but neither does that affect their salvation. People are saved by what Christ did, not by what they did nor do.

Atheism is marked by lack of belief in any God or gods:

disbelief or lack of belief in the existence of God or gods.

As a non-believer, I never identified as an atheist.

Not even as an agnostic...
