Hebrews 3-4:

Hebrews 3:16 KJB - For some, when they had heard, did provoke: howbeit not all that came out of Egypt by Moses.

Did all “provoke”? No. There was Joshua and Caleb (less than 1%) [and those under 20, the younger generation, and thus we are exhorted to become like as unto little children in matters of hope, trust and faith; Matthew 18:3 KJB], who believed God, and thus it was accounted unto them for righteousness, and in so believing, having living faith, they lived by their faith and went into the promised land, conquering and to conquer:

Hebrews 3:18 KJB - And to whom sware he that they should not enter into his rest, but to them that believed not?

Hebrews 4:3 KJB - For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.
Already back in the Exodus, we see the unbelief, manifested in not sabbath-keeping, and this continued throughout their wanderings:

Exodus 16:25 KJB - And Moses said, Eat that to day; for to day is a sabbath unto the LORD: to day ye shall not find it in the field.
Exodus 16:26 KJB - Six days ye shall gather it; but on the seventh day, which is the sabbath, in it there shall be none.
Exodus 16:27 KJB - And it came to pass, that there went out some of the people on the seventh day for to gather, and they found none.

Hebrews 3-4:

Hebrews 3:19 KJB - So we see that they could not enter in because of unbelief.

See Hebrews 3:11-12 KJB notations.

As the peoples Israel, did not believe God, in that God would provide for them in all their needs, the people doubted and did not trust in the providence of God, in that He Himself would provide for the people everyday, and especially upon the 7th day.

Yet, the people did not enter into Sabbath-keeping, and because they did not trust God in this day by day experience, end-capped by the Sabbath of the LORD, they disbelieved also at the promise of God that they could obtain the promised land, and therefore through such, they could not enter into the earthly promised land, because of unbelief either, and neither will spiritual Israel enter into the Heavenly Canaan through unbelief and Sabbath-breaking. Also through unbelief, they did not conquer all their enemies, but many were left in the land to harrass them all their days. If sin is not put away out of the earth/land [heart], and any of it remains, it will harass, and kill, and steal and destroy all the days of its life. The “spirit of fear” must be cast out, and Love reign in the Kingdom of God, of Heaven, of the heart:

Luke 17:21 KJB - Neither shall they say, Lo here! or, lo there! for, behold, the kingdom of God is within you.
Luke 12:32 KJB - Fear not, little flock; for it is your Father's good pleasure to give you the kingdom.
2 Timothy 1:7 KJB - For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind.
1 John 4:18 KJB - There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is not made perfect in love.
Luke 10:18 KJB - And he said unto them, I beheld Satan as lightning fall from heaven.
Revelation 12:7 KJB - And there was war in heaven: Michael and his angels fought against the dragon; and the dragon fought and his angels,
Revelation 12:8 KJB - And prevailed not; neither was their place found any more in heaven.
Revelation 12:9 KJB - And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
Revelation 12:10 KJB - And I heard a loud voice saying in heaven, Now is come salvation, and strength, and the kingdom of our God, and the power of his Christ: for the accuser of our brethren is cast down, which accused them before our God day and night.
Revelation 12:11 KJB - And they overcame him by the blood of the Lamb, and by the word of their testimony; and they loved not their lives unto the death.
Micah 4:8 KJB - And thou, O tower of the flock, the strong hold of the daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the daughter of Jerusalem.
Psalms 8:4 KJB - What is man, that thou art mindful of him? and the son of man, that thou visitest him?
Psalms 8:5 KJB - For thou hast made him a little lower than the angels, and hast crowned him with glory and honour.
Psalms 8:6 KJB -Thou madest him to have dominion over the works of thy hands; thou hast put all things under his feet:

Side note - All things, including himself, as steward unto/below God. Adam was originally created and given self-control [under God], a King's Dominion, a Kingdom [for a King wears a crown of glory and honour], beginning with His own heart, spreading outward. When Adam submitted to the devil, and sinned against God and His Law, Adam lost control of himself, and all things. Christ took upon himself the likeness of sinful flesh, and obtain the Kingdom back, and gave us back the dominion beginning with ourselves, masters over desire:
Genesis 1:26 KJB - And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.
Genesis 1:27 KJB - So God created man in his own image, in the image of God created he him; male and female created he them.
Genesis 1:28 KJB - And God blessed them, and God said unto them, Be fruitful, and multiply, and replenish the earth, and subdue it: and have dominion over the fish of the sea, and over the fowl of the air, and over every living thing that moveth upon the earth.
1 Corinthians 15:27 KJB - For he hath put all things under his feet. But when he saith all things are put under him, it is manifest that he is excepted, which did put all things under him.
Ephesians 1:22 KJB - And hath put all things under his feet, and gave him to be the head over all things to the church,
Hebrews 2:8 KJB - Thou hast put all things in subjection under his feet. For in that he put all in subjection under him, he left nothing that is not put under him. But now we see not yet all things put under him.
Revelation 1:6 KJB - And hath made us kings and priests unto God and his Father; to him be glory and dominion for ever and ever. Amen.
Notice Cain, a child of the wicked one:
Revelation 12:17 KJB - And the dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ.
Isaiah 14:12 KJB - How art thou fallen from heaven, O Lucifer, son of the morning! how art thou cut down to the ground, which didst weaken the nations!
1 John 3:12 KJB - Not as Cain, who was of that wicked one, and slew his brother. And wherefore slew he him? Because his own works were evil, and his brother's righteous.
Jude 1:11 KJB - Woe unto them! for they have gone in the way of Cain, and ran greedily after the error of Balaam for reward, and perished in the gainsaying of Core.
Genesis 4:5 KJB - But unto Cain and to his offering he had not respect. And Cain was very wroth, and his countenance fell.
Genesis 4:6 KJB - And the LORD said unto Cain, Why art thou wroth? and why is thy countenance fallen?
Genesis 4:7 KJB - If thou doest well, shalt thou not be accepted? and if thou doest not well, sin lieth at the door. And unto thee shall be his desire, and thou shalt rule over him.
Genesis 4:8 KJB - And Cain talked with Abel his brother: and it came to pass, when they were in the field, that Cain rose up against Abel his brother, and slew him.

Hebrews 4:1 KJB - Let us therefore fear, lest, a promise being left us of entering into his rest, any of you should seem to come short of it.

Who is “his”? and what is “his rest”?

Hebrews 3-4:

Hebrews 4:1 KJB - Let us therefore fear, lest, a promise being left us of entering into his rest, any of you should seem to come short of it.

Who is “his”? and what is “his rest”?

“rest” = [G2663] “καταπαυσιν”, “katapausin”

Merely physically resting is not necessarily sabbath-keeping, since the Law of God is “spiritual” [Romans 7:14 KJB], and therefore, to truly keep the sabbath of the LORD, requires the worship of God in “spirit and in truth”, yea, even that which is of “faith”. Therefore, a 7th day keeper [one who merely stops working physically] is not truly sabbath-keeping, until entered into the spirit of it. Once the spirit is entered into by faith, the physical rest comes also.

Where is the “promise” then to be found that is left unto us to day? It is mentioned in Psalms 95:

Psalms 95:7 KJB - For he is our God; and we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice,

As shown previously, Christ Jesus is the “voice” of God, and thus speaks to us “to day”, by the same Holy Spirit that inspired David and Isaiah, etc:

Hebrews 1:2 KJB - Hath in these last days spoken unto us by his Son, whom he hath appointed heir of all things, by whom also he made the worlds;

This very same promise is found also in Isaiah 56:1-8 KJB:

Isaiah 56:1 KJB - Thus saith the LORD, Keep ye judgment, and do justice: for my salvation is near to come, and my righteousness to be revealed.
Isaiah 56:2 KJB - Blessed is the man that doeth this, and the son of man that layeth hold on it; that keepeth the sabbath from polluting it, and keepeth his hand from doing any evil.
Isaiah 56:3 KJB - Neither let the son of the stranger, that hath joined himself to the LORD, speak, saying, The LORD hath utterly separated me from his people: neither let the eunuch say, Behold, I am a dry tree.
Isaiah 56:4 KJB - For thus saith the LORD unto the eunuchs that keep my sabbaths, and choose the things that please me, and take hold of my covenant;
Isaiah 56:5 KJB - Even unto them will I give in mine house and within my walls a place and a name better than of sons and of daughters: I will give them an everlasting name, that shall not be cut off.
Isaiah 56:6 KJB - Also the sons of the stranger, that join themselves to the LORD, to serve him, and to love the name of the LORD, to be his servants, every one that keepeth the sabbath from polluting it, and taketh hold of my covenant;
Isaiah 56:7 KJB - Even them will I bring to my holy mountain, and make them joyful in my house of prayer: their burnt offerings and their sacrifices shall be accepted upon mine altar; for mine house shall be called an house of prayer for all people.
Isaiah 56:8 KJB - The Lord GOD which gathereth the outcasts of Israel saith, Yet will I gather others to him, beside those that are gathered unto him.

Connect Isaiah 56:8 to John 10:16 KJB [see also John 21:15-17 KJB, “lambs” [children, in faith and in body], “sheep” [Jew], “sheep” [Gentile]]:

John 10:16 KJB - And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.
See also:

Isaiah 57:19 KJB - I create the fruit of the lips; Peace, peace to him that is far off, and to him that is near, saith the LORD; and I will heal him.
Isaiah 57:20 KJB - But the wicked are like the troubled sea, when it cannot rest, whose waters cast up mire and dirt.
Isaiah 57:21 KJB - There is no peace, saith my God, to the wicked.

Isaiah 28:13 KJB - But the word of the LORD was unto them precept upon precept, precept upon precept; line upon line, line upon line; here a little, and there a little; that they might go, and fall backward, and be broken, and snared, and taken.

Hebrews 3-4:

Hebrews 4:2 KJB - For unto us was the gospel preached, as well as unto them: but the word preached did not profit them, not being mixed with faith in them that heard it.

See also:

Romans 9:32 KJB - Wherefore? Because they sought it not by faith, but as it were by the works of the law. For they stumbled at that stumblingstone;

The same Everlasting Gospel as is preached in Revelation 14:6-7 KJB, is the same Gospel as given in Genesis 3:15 KJB, preached by Noah [1 Peter 1:11-12, 3:18-20 KJB], and as given unto Abraham [Galatians 3:6-8 KJB] and Israel [the peoples, that church in the wilderness; Hebrews 4:2,6; Acts 7:38 KJB], Isaiah [Isaiah 52:7; Romans 10:16 KJB] and Nahum [Nahum 1:15 KJB], all long gone, but the Gospel was still preached unto them [1 Peter 4:6 KJB].

The peoples Israel, had the same Gospel, the same Rock, the same Law [Ten Commandments] and the same 7th Day Sabbath of the Lord thy God, and the same Saviour and the same Creator, all with the same chance to believe by Biblical faith [that living abiding faith which works, bears fruit, etc]:

1 Corinthians 10:3 KJB - And did all eat the same spiritual meat;
1 Corinthians 10:4 KJB - And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ.
The Gospel preached unto “us” was so done by Jesus, beginning in Luke 4:16-19 KJB, which was the deliverance from not only the penalty of sin, which is eternal death [Romans 6:23 KJB], but more importantly from sin [1 John 3:4 KJB] itself:

Luke 4:16 KJB - And he came to Nazareth, where he had been brought up: and, as his custom was, he went into the synagogue on the sabbath day, and stood up for to read.
Luke 4:17 KJB - And there was delivered unto him the book of the prophet Esaias. And when he had opened the book, he found the place where it was written,
Luke 4:18 KJB - The Spirit of the Lord is upon me, because he hath anointed me to preach the gospel to the poor; he hath sent me to heal the brokenhearted, to preach deliverance to the captives, and recovering of sight to the blind, to set at liberty them that are bruised,
Luke 4:19 KJB - To preach the acceptable year of the Lord.
Luke 4:20 KJB - And he closed the book, and he gave it again to the minister, and sat down. And the eyes of all them that were in the synagogue were fastened on him.
Luke 4:21 KJB - And he began to say unto them, This day is this scripture fulfilled in your ears.
Isaiah 61 was cited.

Hebrews 3-4:

Hebrews 4:3 KJB - For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.
Citing:

Psalms 95:11 KJB - Unto whom I sware in my wrath that they should not enter into my rest.

See also:

Hebrews 3:11 KJB - So I sware in my wrath, They shall not enter into my rest.)
Hebrews 3:18 KJB - And to whom sware he that they should not enter into his rest, but to them that believed not?
“rest” = [G2663] “καταπαυσιν”, “katapausin” (x2)

The "rest" spoken of in Hebrews 4:3 KJB is again God's "my rest", which is the 7th day the Sabbath [rest] of the LORD thy God at Creation in Genesis 2:1-3; Exodus 20:8-11, 31:12-18 KJB, and we can know this by both the context of Psalms 95 KJB as already shown, and from the very context of Hebrews 4:3 KJB itself, by the very language of "... the works were finished from the foundation of the world."; and also by the following context of Hebrews 4:4 KJB, "For he spake in a certain place of the seventh day on this wise, And God did rest the seventh day from all his works."

There is no other "rest" found, other than the Sabbath of the LORD God, when the "works [creation] were finished from the foundation of the world.", and Genesis 2:1 KJB, uses the very word "finished":

Genesis 2:1 KJB - Thus the heavens and the earth were finished, and all the host of them.

We also know that the words "foundation of the world" refer to Creation in Genesis, as the very same words are used elsewhere to speak of that timeframe:

Matthew 25:34 KJB - Then shall the King say unto them on his right hand, Come, ye blessed of my Father, inherit the kingdom prepared for you from the foundation of the world:
Luke 11:50 KJB - That the blood of all the prophets, which was shed from the foundation of the world, may be required of this generation;
Luke 11:51 KJB - From the blood of Abel unto the blood of Zacharias, which perished between the altar and the temple: verily I say unto you, It shall be required of this generation.
John 17:24 KJB - Father, I will that they also, whom thou hast given me, be with me where I am; that they may behold my glory, which thou hast given me: for thou lovedst me before the foundation of the world.
Ephesians 1:4 KJB - According as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love:
Hebrews 1:10 KJB - And, Thou, Lord, in the beginning hast laid the foundation of the earth; and the heavens are the works of thine hands:
Hebrews 9:26 KJB - For then must he often have suffered since the foundation of the world: but now once in the end of the world hath he appeared to put away sin by the sacrifice of himself.
1 Peter 1:20 KJB - Who verily was foreordained before the foundation of the world, but was manifest in these last times for you,
Revelation 13:8 KJB - And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
Genesis 3:21 KJB - Unto Adam also and to his wife did the LORD God make coats of skins, and clothed them.

Revelation 17:8 KJB - The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that was, and is not, and yet is.
Matthew 13:35 KJB - That it might be fulfilled which was spoken by the prophet, saying, I will open my mouth in parables; I will utter things which have been kept secret from the foundation of the world.

Isaiah 51:13 KJB - And forgettest the LORD thy maker, that hath stretched forth the heavens, and laid the foundations of the earth; and hast feared continually every day because of the fury of the oppressor, as if he were ready to destroy? and where is the fury of the oppressor?
Isaiah 51:16 KJB - And I have put my words in thy mouth, and I have covered thee in the shadow of mine hand, that I may plant the heavens, and lay the foundations of the earth, and say unto Zion, Thou art my people.
The "rest" of God is "spiritual", as are all His Laws:

Romans 7:14 KJB - For we know that the law is spiritual: but I am carnal, sold under sin.
1 Corinthians 2:13 KJB - Which things also we speak, not in the words which man's wisdom teacheth, but which the Holy Ghost teacheth; comparing spiritual things with spiritual.
Colossians 1:9 KJB - For this cause we also, since the day we heard it, do not cease to pray for you, and to desire that ye might be filled with the knowledge of his will in all wisdom and spiritual understanding;

We know that to keep the Sabbath of God with God, it can only be kept by "faith", because it is "spiritual", and this was recognized by the Apostle Paul and Peter, even referring back to the time of Moses:

1 Corinthians 10:3 KJB - And did all eat the same spiritual meat;
1 Corinthians 10:4 KJB - And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ.
1 Peter 2:5 KJB - Ye also, as lively stones, are built up a spiritual house, an holy priesthood, to offer up spiritual sacrifices, acceptable to God by Jesus Christ.
However, the "carnal mind" which does not obey God in His commandments [Exodus 20:1-17 KJB], cannot enter into God's "rest", His 7th Day the Sabbath [Genesis 2:1-13; Exodus 20:8-11; 31:12-18 KJB] because they are not "spiritual", and "doubt" and do not "believe":
Romans 8:7 KJB - Because the carnal mind is enmity against God: for it is not subject to the law of God, neither indeed can be.

Such a carnal person could physically rest all day on the 7th day, and this would not be truly Sabbath Keeping with God, since the Law itself is spiritual, and requires the worship of God in "spirit and in truth" [John 4:23-24 KJB].

It requires "faith" in God as the Creator of all things in 6 literal consecutive 24 hour days as Genesis records, and "faith" that God rested in the 7th Day, wherein He blessed and sanctified it for the man - Adam, as said in Mark 2:27; Ecclesiastes 12:13-14 KJB, as it is written:
Hebrews 11:6 KJB - But without faith it is impossible to please him: for he that cometh to God must believe that he is, and that he is a rewarder of them that diligently seek him.

Therefore, those who do believe God's words do indeed "enter" into Sabbath Keeping with God, since they are "born again" [John 3 KJB], and "spiritual" children [Romans 8:15 KJB] of the Most High God, and thus:

1 John 3:7 KJB - Little children, let no man deceive you: he that doeth righteousness is righteous, even as he is righteous.
1 John 3:8 KJB - He that committeth sin is of the devil; for the devil sinneth from the beginning. For this purpose the Son of God was manifested, that he might destroy the works of the devil.
1 John 3:9 KJB - Whosoever is born of God doth not commit sin; for his seed remaineth in him: and he cannot sin, because he is born of God.
1 John 3:10 KJB - In this the children of God are manifest, and the children of the devil: whosoever doeth not righteousness is not of God, neither he that loveth not his brother.
1 John 5:2 KJB - By this we know that we love the children of God, when we love God, and keep his commandments.
1 John 5:3 KJB - For this is the love of God, that we keep his commandments: and his commandments are not grievous.

Jesus, the LORD of the Sabbath said, that not a single commandment could be kept without Him:

John 15:5 KJB - I am the vine, ye are the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing.

But, He also said [and by/through the Holy Spirit], that with Him, we can "enter" into His "rest", the 7th day and Sabbath with Him, through Faith in Him:

Matthew 19:26 KJB - But Jesus beheld them, and said unto them, With men this is impossible; but with God all things are possible.
Mark 10:27 KJB - And Jesus looking upon them saith, With men it is impossible, but not with God: for with God all things are possible.
Luke 18:27 KJB - And he said, The things which are impossible with men are possible with God.
Philippians 4:13 KJB - I can do all things through Christ which strengtheneth me.

The “rest” given by God from the beginning, was always to be found in His presence, and obeying His commandments, which is the keeping from sin, and later the deliverance from sin, for the peoples Israel were to "enter" into "Sabbath" keeping with God every 7th Day through Faith in Him as Creator [Exodus 20:8-11 KJB] and as Redeemer [Deuteronomy 5:12-15 KJB]:

Exodus 33:1 KJB - And the LORD said unto Moses, Depart, and go up hence, thou and the people which thou hast brought up out of the land of Egypt, unto the land which I sware unto Abraham, to Isaac, and to Jacob, saying, Unto thy seed will I give it:
Exodus 33:2 KJB - And I will send an angel before thee; and I will drive out the Canaanite, the Amorite, and the Hittite, and the Perizzite, the Hivite, and the Jebusite:
Exodus 33:3 KJB - Unto a land flowing with milk and honey: for I will not go up in the midst of thee; for thou art a stiffnecked people: lest I consume thee in the way.
Exodus 33:14 KJB - And he said, My presence shall go with thee, and I will give thee rest.
Exodus 33:14 so-called LXX* - καὶ λέγει Αὐτὸς προπορεύσομαί σου καὶ καταπαύσω σε.
Matthew 11:28 KJB - Come unto me, all ye that labour and are heavy laden, and I will give you rest.
Matthew 11:29 KJB - Take my yoke upon you, and learn of me; for I am meek and lowly in heart: and ye shall find rest unto your souls.
Matthew 11:30 KJB - For my yoke is easy, and my burden is light.

This is the reason, that all throughout the NT Gospels, that Jesus was placing the Sabbath back into its true place from where it had been degraded by carnal minded men along with their vain traditions, and placing it back in relation with Himself, "the LORD of the Sabbath".

Hebrews 3-4:

Hebrews 4:4 KJB - For he spake in a certain place of the seventh day on this wise, And God did rest the seventh day from all his works.

“rest” = [G2664] “κατεπαυσεν”, “katepausen”

Total KJB Occurrences: 4
rest, 2
Hebrews 4:4,8
ceased, 1
Hebrews 4:10
restrained, 1
Acts 14:18

Who "spake in a certain place"? God, by the Holy Spirit:

Hebrews 3:7 KJB - Wherefore (as the Holy Ghost saith, To day if ye will hear his voice,

Thus the Holy Ghost is referred to in Hebrews 3:15 KJB, "While it is said ...", and Hebrews 4:3 KJB, "... as he said ..."

Where is the "certain place" where it was stated about "the seventh day"? It is found in Genesis 2:2-3, "And God did rest the seventh day from all his works.":

Genesis 2:2 KJB - And on the seventh day God ended his work which he had made; and he rested on the seventh day from all his work which he had made.
Genesis 2:3 KJB - And God blessed the seventh day, and sanctified it: because that in it he had rested from all his work which God created and made.
Exodus 20:11KJB - For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it.
Exodus 31:17 KJB - It is a sign between me and the children of Israel for ever: for in six days the LORD made heaven and earth, and on the seventh day he rested, and was refreshed.
This, in connection with the very langauge used of Hebrews 4:3 KJB, determines, line upon line [Isaiah 28:10,13 KJB] what is meant by "rest", and "my rest", which is the 7th day the Sabbath [rest] of God at the foundation of the world, when God was "finished" with creating in 6 days:

Hebrews 4:3 KJB - For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.

Hebrews 3-4:

Hebrews 4:5 KJB - And in this place again, If they shall enter into my rest.

“rest” = [G2663] “καταπαυσιν”, “katapausin”
Hebrews 4:5 KJB, is again, quoting from Psalms 95:11 KJB, which directly connects to Hebrews 3:11,18, 4:1,3,4,5,8,9,10,11 KJB, and shows that the 7th day the Sabbath of the LORD is what Psalms 95 speaks of when it mentions "my rest" [Genesis 2:1-3; Exodus 20:8-11, 31:12-18 KJB]:

Citing:

Psalms 95:11 KJB - Unto whom I sware in my wrath that they should not enter into my rest.

Paul in saying, "And in this place again ...", this refers back to Hebrews 4:3-4 KJB's language of referenceing Genesis, wherein the "rest" of God, the Sabbath of the 7th Day, takes place:

Hebrews 4:3 KJB - For we which have believed do enter into rest, as he said, As I have sworn in my wrath, if they shall enter into my rest: although the works were finished from the foundation of the world.
Hebrews 4:4 KJB - For he spake in a certain place of the seventh day on this wise, And God did rest the seventh day from all his works.

Hebrews 3-4:

Hebrews 4:6 KJB - Seeing therefore it remaineth that some must enter therein, and they to whom it was first preached entered not in because of unbelief:

"remaineth" from when? Context, previous verses state, "from the foundation of the world", when God rested the 7th day, the sabbath. This isn't new. it has been around since then, for all to enter into, from Adam the first unto the last man.

Hebrews 3-4 is clear so far.

Hebrews 4:3, "my (God's) rest" and "the works were finished from the foundation of the world", which is a direct reference to Genesis 2:1-3. It even uses the word "finished". God rested the 7th day in Genesis 2:1-3. It is His rest, the 7th day, the sabbath (rest) of the LORD thy God, Exodus 20:8-11.
Hebrews 4:4, "he spake in a certain place of the seventh day on this wise, And God did rest the seventh day from all his works", which "certain place" is Genesis 2:1-3; re-cited in Exodus 20:8-11. The 7th day the sabbath (rest) of the LORD thy God.
Hebrews 4:5, "my (God's) rest)", citing Psalms 95, which is citing Genesis 2:1-3; Exodus 20:8-11, etc. Again, this is the 7th day the sabbath (rest) of God at Creation in Genesis 2:1-3.
Hebrews 4:6, "remaineth", from when? "from the foundation of the world" as per Hebrews 4:3 and thus it is not new, but has been around from the beginning.
Hebrews 4:9, "rest", sabbatismos, literally and truly sabbath keeping in scripture and in all known extant Greek sources, dictionaries, and so on and again "remaineth".
Hebrews 4:10, "his (God's) rest", which is the 7th day the sabbath (rest) of the LORD thy God from Genesis 2:1-3., "as God did from his (works)", which "works were finished from the foundation of the world" as per Hebrews 4:3.
Hebrews 4:11, "that rest" (ie God's rest), the 7th day the sabbath (rest) of the LORD thy God.
Let us keep going.

Hebrews 3-4:

Hebrews 4:7 KJB - Again, he limiteth a certain day, saying in David, To day, after so long a time; as it is said, To day if ye will hear his voice, harden not your hearts.
See also:

Hebrews 3:7 KJB - Wherefore (as the Holy Ghost saith, To day if ye will hear his voice,

Citing:

Psalms 95:7 KJB - For he is our God; and we are the people of his pasture, and the sheep of his hand. To day if ye will hear his voice,
Hebrews 4:7 KJB is connected to Hebrews 4:1-2 KJB, by the word "Again", "he limiteth a certain day", and "after so long a time":
Hebrews 4:1 KJB - Let us therefore fear, lest, a promise being left us of entering into his rest, any of you should seem to come short of it.
Hebrews 4:2 KJB - For unto us was the gospel preached, as well as unto them: but the word preached did not profit them, not being mixed with faith in them that heard it.
Just as the peoples Israel in the days of Moses/Joshua and Caleb could have entered into the "my rest" of God, which was since the "foundation of the world", and failed through unbelief [as exhibited in the various texts of Exodus, Numbers, Nehemiah, Ezekiel KJB already cited]], yet all the way down in the time of the King and Psalmist David, there was another calling to repentance by God, another calling to faith by God, through the Holy Ghost to "enter" into God's Sabbath, and this promise and time of grace is still available in the days of the Apostles, such as Paul, all the way down even unto our days, as seen in Psalms 95 KJB and Isaiah 56:1-8 KJB.

The Good Shepherd is still calling, His voice is still going out, even heart door to heart door:

Revelation 3:20 KJB - Behold, I stand at the door, and knock: if any man hear my voice, and open the door, I will come in to him, and will sup with him, and he with me.
Revelation 3:22 KJB - He that hath an ear, let him hear what the Spirit saith unto the churches.
Paul understood this call, personally:

Acts 22:14 KJB - And he said, The God of our fathers hath chosen thee, that thou shouldest know his will, and see that Just One, and shouldest hear the voice of his mouth.

Jesus sounded this call over and over, that none might be lost, except those who refused and heardened their hearts in rebellion to His commandments [John 14:15; Exodus 20:6 KJB]:

John 5:25 KJB - Verily, verily, I say unto you, The hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live.
John 10:3 KJB - To him the porter openeth; and the sheep hear his voice: and he calleth his own sheep by name, and leadeth them out.
John 10:16 KJB - And other sheep I have, which are not of this fold: them also I must bring, and they shall hear my voice; and there shall be one fold, and one shepherd.

[Side note - John 10:16 ties to Isaiah 56:1-8 KJB]
John 10:27 KJB - My sheep hear my voice, and I know them, and they follow me:

Paul followed the Good Shepherd when He heard His voice ...

Acts 9:4 KJB - And he fell to the earth, and heard a voice saying unto him, Saul, Saul, why persecutest thou me?
Acts 22:7 KJB - And I fell unto the ground, and heard a voice saying unto me, Saul, Saul, why persecutest thou me?
Acts 26:14 KJB - And when we were all fallen to the earth, I heard a voice speaking unto me, and saying in the Hebrew tongue, Saul, Saul, why persecutest thou me? it is hard for thee to kick against the pricks.

Paul got the message, and repented, and preached it:

Acts 14:15 KJB - And saying, Sirs, why do ye these things? We also are men of like passions with you, and preach unto you that ye should turn from these vanities unto the living God, which made heaven, and earth, and the sea, and all things that are therein:
Acts 14:16 KJB - Who in times past suffered all nations to walk in their own ways.
Act 17:30 KJB - And the times of this ignorance God winked at; but now commandeth all men every where to repent:

Just as at Pentecost with Peter and the other Apostles:

Acts 4:24 KJB - And when they heard that, they lifted up their voice to God with one accord, and said, Lord, thou art God, which hast made heaven, and earth, and the sea, and all that in them is:

Which is directly citing Exodus 20:11 KJB:

Exodus 20:11 KJB - For in six days the LORD made heaven and earth, the sea, and all that in them is, and rested the seventh day: wherefore the LORD blessed the sabbath day, and hallowed it.

They could indeed enter into the "my rest" of God, now being "spiritual", no longer "carnal", desiring to worship God in spirit and in truth, and no longer by the dead and evil works of the old man of sin. Paul was knocked to the ground, lay in the dust, and arose up in the newness of life ... repentant, humble, God-fearing, obedient even unto death, the death of a martyr, like as Peter, and so many others. John the Apostle was exiled for this truth, and was given the vision, even on the very day of God's "my rest" [Revelation 1:10 KJB].

Hebrews 3-4:

Hebrews 4:8 KJB - For if Jesus had given them rest, then would he not afterward have spoken of another day.

“rest” = [G2664] “κατεπαυσεν”, “katepausen”

The KJB translators were faithful to the underlying GNT TR, which reads:

Hebrews 4:8 GNT TR - ει γαρ αυτους ιησους κατεπαυσεν ουκ αν περι αλλης ελαλει μετα ταυτα ημερας
Hebrews 4:8 HNT - כי אלו הניח להם יהושע לא־היה מדבר אחרי כן על־יום אחר׃
See also:

Acts 7:45 KJB - Which also our fathers that came after brought in with Jesus into the possession of the Gentiles, whom God drave out before the face of our fathers, unto the days of David;
Acts 7:45 HNT - ואבותינו לקחהו וגם־הביאהו אתם הם ויהושע ברשתם את־ארצות הגוים אשר גרש אתם אלהים מפני אבותינו עד־ימי דוד׃
There are even Concordances these days, such as the latest Strong's which no longer list these two verses under "Jesus".

These two texts [Hebrews 4:8; Acts 7:45 KJB] are dualistic, in that it refers to both:

“Jesus” [ie. Joshua, the son of Nun (meaning, perpetual, eternal), thus Joshua is a type of Christ, the Son of the Eternal (see more here)] and,

For instance:
Joshua 5:13 HOT - ויהי בהיות יהושׁע ביריחו וישׂא עיניו וירא והנה־אישׁ עמד לנגדו וחרבו שׁלופה בידו וילך יהושׁע אליו ויאמר לו הלנו אתה אם־לצרינו׃
Joshua 5:13 HOT Translit. - way'hiy Bih'yôt y'hôshuª Biyriychô waYiSä ëynäyw waYar' w'hiNëh-iysh omëd l'neg'Dô w'char'Bô sh'lûfäh B'yädô waYëlekh' y'hôshuª ëläyw waYomer lô hálänû aTäh im-l'tzärëynû
Joshua 5:13 so-called LXX* - Καὶ ἐγένετο ὡς ἦν Ἰησοῦς ἐν Ιεριχω, καὶ ἀναβλέψας τοῖς ὀφθαλμοῖς εἶδεν ἄνθρωπον ἑστηκότα ἐναντίον αὐτοῦ, καὶ ἡ ῥομφαία ἐσπασμένη ἐν τῇ χειρὶ αὐτοῦ. καὶ προσελθὼν Ἰησοῦς εἶπεν αὐτῷ Ἡμέτερος εἶ ἢ τῶν ὑπεναντίων;
Remember that Joshua was the human leader, but Christ Jesus was the non-human leader at the time before Joshua, in the pillar of cloud and fire:
Joshua 5:13 KJB - And it came to pass, when Joshua was by Jericho, that he lifted up his eyes and looked, and, behold, there stood a man over against him with his sword drawn in his hand: and Joshua went unto him, and said unto him, Art thou for us, or for our adversaries?
Joshua 5:14 KJB - And he said, Nay; but as captain of the host of the LORD am I now come. And Joshua fell on his face to the earth, and did worship, and said unto him, What saith my lord unto his servant?
Joshua 5:15 KJB - And the captain of the LORD'S host said unto Joshua, Loose thy shoe from off thy foot; for the place whereon thou standest is holy. And Joshua did so.
Thus we see Joshua [son of Nun (eternal)] and Jesus [Son of God (eternal)] together.
“Jesus” [ie. Jesus, the Son of God], who was with them in the cloudy pillar and in the pillar of fire, leading them into the Promised Land of earthly Canaan:

Exodus 14:24 KJB - And it came to pass, that in the morning watch the LORD looked unto the host of the Egyptians through the pillar of fire and of the cloud, and troubled the host of the Egyptians,
Exodus 23:21 KJB - Beware of him, and obey his voice, provoke him not; for he will not pardon your transgressions: for my name is in him.
Exodus 23:23 KJB - For mine Angel shall go before thee, and bring thee in unto the Amorites, and the Hittites, and the Perizzites, and the Canaanites, the Hivites, and the Jebusites: and I will cut them off.
Exodus 33:2 KJB - And I will send an angel before thee; and I will drive out the Canaanite, the Amorite, and the Hittite, and the Perizzite, the Hivite, and the Jebusite:
Exodus 32:34 KJB - Therefore now go, lead the people unto the place of which I have spoken unto thee: behold, mine Angel shall go before thee: nevertheless in the day when I visit I will visit their sin upon them.
Numbers 12:5 KJB - And the LORD came down in the pillar of the cloud, and stood in the door of the tabernacle, and called Aaron and Miriam: and they both came forth.
Numbers 14:14 KJB - And they will tell it to the inhabitants of this land: for they have heard that thou LORD art among this people, that thou LORD art seen face to face, and that thy cloud standeth over them, and that thou goest before them, by day time in a pillar of a cloud, and in a pillar of fire by night.
Deuteronomy 31:15 KJB - And the LORD appeared in the tabernacle in a pillar of a cloud: and the pillar of the cloud stood over the door of the tabernacle.
Nehemiah 9:12 KJB - Moreover thou leddest them in the day by a cloudy pillar; and in the night by a pillar of fire, to give them light in the way wherein they should go.
Isaiah 63:9 KJB - In all their affliction he was afflicted, and the angel of his presence saved them: in his love and in his pity he redeemed them; and he bare them, and carried them all the days of old.

Hebrews 3-4:

Hebrews 4:8 KJB - For if Jesus had given them rest, then would he not afterward have spoken of another day.

“rest” = [G2664] “κατεπαυσεν”, “katepausen”

The Holy Ghost speaking of "another day" of grace offered in Psalms 95 KJB, etc shows that Joshua the son of Nun did not bring the peoples Israel into the "my rest" of God, because of their ultimate unbelief, and as seen in the scriptures, as in Nehemiah etc., the Sabbath of the LORD, the "my rest" of God, was still not entered into because of the lack of faith.

However, even Jesus Himself, though giving the peoples Israel the conditional [upon living faith] promise, did not give them the "my rest" [though it was His pleasure to do so [see Luke 12:32 JB], even from the "foundation of the world"], because they refused it from Him through their stiff necks and hard hearts of rebellion and unbelief, and so as it is stated in Hebrews, He swore in His wrath that - "They shall not enter into my rest":

Psalms 95:10 KJB - Forty years long was I grieved with this generation, and said, It is a people that do err in their heart, and they have not known my ways:
Psalms 95:11 KJB - Unto whom I sware in my wrath that they should not enter into my rest.
Hebrews 3:11 KJB - So I sware in my wrath, They shall not enter into my rest.)
Hebrews 3:18 KJB - And to whom sware he that they should not enter into his rest, but to them that believed not?
Hebrews 3:19 KJB - So we see that they could not enter in because of unbelief.
Hebrews 4:6 KJB - Seeing therefore it remaineth that some must enter therein, and they to whom it was first preached entered not in because of unbelief:

Therefore, let us beware also, for Jesus calleth again to repentance, to faith:

Luke 12:32 KJB - Fear not, little flock; for it is your Father's good pleasure to give you the kingdom.
Micah 4:8 KJB - And thou, O tower of the flock, the strong hold of the daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the daughter of Jerusalem.
Exodus 33:14 KJB - And he said, My presence shall go with thee, and I will give thee rest.
Matthew 11:28 KJB - Come unto me, all ye that labour and are heavy laden, and I will give you rest.
Do we "to day" believe this? How do we show our faith? Mere words? No. Through the living abiding faith comes the good deeds, the obedience unto God, as worked out in us by God [Ephesians 2:8-10; 2 Timothy 3:12-17 KJB], to then Sabbath with God in the 7th day, His Holy Day, trusting in the Creator and Redeemer to provide through every day, as in the wilderness, as at Creation, and even moreso to sustain most especially upon the 7th Day, when our reliance upon Him exceeds every other day's requirements, for in that day we cannot work for ourselves, cannot 'make a living', but must trust in the Living God, "JEHOVAH-Jireh - the God who [sees/knows our needs and] provides" [as Abraham had to know; Genesis 22:8-14; John 8:56; John 1:29,36 KJB], as a faithful and good and ever-loving Father.

The day of God's calling to repentance is still open, and He is calling all to come back to Living Creator, the LORD of the Sabbath, for many have been ignorant of His righteousness [Psalms 119:142,151,172 KJB], and go about attempting to establish their own righteousness, their own way [Romans 10:3 KJB]:

Acts 17:30 KJB - And the times of this ignorance God winked at; but now commandeth all men every where to repent:

As it was in the days of Noah, people are buying and selling upon God's holy Day, and they plant and build upon His holy Day, and yet, God still has a door of mercy open to all who will hearken unto the Holy Spirit, but to those who blaspheme the Holy Ghost, calling it the work of the devil, are grieving away their only and last chances to enter into the ARK of God:

Revelation 11:19 KJB - And the temple of God was opened in heaven, and there was seen in his temple the ark of his testament: and there were lightnings, and voices, and thunderings, and an earthquake, and great hail.
Revelation 15:5 And after that I looked, and, behold, the temple of the tabernacle of the testimony in heaven was opened:

In the middle of that ARK, is God's Law of Light, and in the middle of the Law is His Rest ... O sinner, o backslidden peoples, will you not enter into His "rest", His seventh day the Sabbath, before the door of probation closes? It is soon, so very soon, and then the "drops" of God's wrath will fall, and turn into cataracts of sorrow and woe, without mercy ... unmingle wrath, for God will sware again, "They [who have turned away from my final pleadings] will not ever enter into my rest" ...

O let us humble ourselves before the great and awesome Creator and Redeeming God before it is too late, everlastingly too late. There is still time. Even if the heart is hard in unbelief, Jesus can heal it, He can forgive it, Jesus can cleanse it, Jesus can show you more as needed, but we must all take the first step toward Him!, but He cannot forgive, nor heal, the blasphemy against the Holy Ghost ...

Hebrews 3-4:

Hebrews 4:9 KJB - There remaineth therefore a rest to the people of God.

“rest” = [G4520] “σαββατισμος”, “sabbatismos”

Total KJB Occurrences: 1

From [G4521], “σάββατον”, “sabbaton”,
which is from [H7676], “שַׁבָּת”, “shabbâth”

The word for "rest" in Hebrews 4:9, is:

Sabbatis-mos [Sabbath - keeping] is a specialized word [from Sabbatizo, verb - Exodus 16:30; Leviticus 23:32, 26:34; 2 Chronicles 36:21, see also the LXX in all its uses; like as is the word Baptis-mos [G909], utilized [Mark 7:9, etc "βαπτισμους", literally thoroughly or totally washing] from Baptizo].
"Σαββα^τ-ισμός , ὁ,

This word in the extant Greek literature, always, in every single case, means a literally keeping of the Sabbath Day

Plutarch, De Superstitione 3 (Moralia 166A)
Justin, Dialogue with Trypho 23:3
Epiphanius, Adversus Haereses 30:2:2
Martyrium Petri et Pauli 1
Apostolic Constitutions 2:36:2

Neither Christ Jesus, nor Paul, etc, anywhere give 'rest' from the keeping of the Ten Commandments, the Moral/Spiritual, Holy, Just and Good and Perfect Law of God, which would include the 7th Day Sabbath of the Lord thy God, for if these are not kept by the powerful grace of God, then we shall never enter into Heaven, for nothing defiling shall enter there, and Lucifer was cast out from there for his transgressions, even as Adam and Eve were cast out of the Garden on earth for theirs.

Therefore "Labour" [by overcoming even as He overcame] to enter into it:

One version [Goodwin. (English)] of this in English gives:
