nowhere does God say "all who wear makeup are an abomination" or anything like that, but certainly in view of eternity, it's vain & meaningless.
in 1 Peter ch. 3 and 1 Timothy ch. 2 the apostles encouraged the believers to 'adorn themselves with righteousness' rather than with braids & earrings - and as quoted above this post, "modestly" -- and in Isaiah ch. 3 God, wroth with Israel for her sins & prophesying judgement, draws a contrast with the Hebrew women adorning themselves with all kinds of jewelry on the outside and the state of their hearts on the inside.
is it sin? it can certainly be an idol. in that, though, it's not lipstick and mascara that would condemn a girl, but the pride and vanity in her heart behind it. i don't think wearing makeup in and of itself is any more a sin than a man ironing his shirt and wearing his best suit to church on sunday morning - vain and meaningless, maybe, neither commending us nor condemning us before God, able to become a sin, but not something we are strictly commanded not ever to do. i think there's a difference in making yourself presentable and making yourself seductive. in some people's hearts it is out of respect, in others out of pride. we have to examine ourselves.
in Matthew 6:16-18, giving instructions for fasting, we're told not to look somber & 'disfigure our faces' but to 'wash our faces and put oil on our heads' -- so our devotion is to God and not to men. i think the answer to the Q is temperance, keeping in mind the purpose that we have in dressing up or down.
