A Christian could easily vote this way and still be in favor of supporting the less fortunate. He or she may well accept the responsibility for caring for the poor but do not see it as the government's responsibility to do so.
It is not necessary for the government to support people on a national level. There are plenty of state governments who can decide such issues and traditionally it has been the church that has supported the poor. Because the church has failed to do so many people have turned to the government for help. And government has become their God.
