Luke 17:3
"Take heed to yourselves: If thy brother trespass/sin against thee, rebuke him; and if he repent, forgive him."

Matthew 18:21
"Then came Peter to him, and said, Lord, how oft shall my brother sin against me, and I forgive him? till seven times?"

Matthew 18:15
"Moreover if thy brother shall trespas/sin against thee, go and tell him his fault between thee and him alone: if he shall hear thee, thou hast gained thy brother."

Based on the passages above, I think it's clear we're meant to forgive certain sins, particularly those committed against us. But what's also interesting to consider that I just thought of is that if a person sins against another, we know those same sins are held against that person by the Most High. In fact, six of the ten commandments are prohibitions on sinning against other people (with the top four commandments related to our relationship with Yah).

So the majority of sin found in the world are of people trespassing against their neighbors.

Christ says love fulfills the law, in that truly loving your neighbor as yourself would lead to you no longer sinning against them. So it seems that the only logical conclusion to the OP is that the forgiveness of the world's sins by Christ comes through the ENTIRE body of Christ which carries his Spirit (not just one man or a select group of men), as the body grows and its members forgive the sins their neighbors commit against them...and then those sins are consequently erased from debtor's record in heaven.

Matthew 6:12
"...and forgive us our debts/trespasses/sins as we forgive those who trespass/sin against us."

John 20:23

"Whose soever sins ye remit, they are remitted unto them; and whose soever sins ye retain, they are retained."

Matthew 16:19
"I will give you the keys of the kingdom of heaven. Whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven."

Matthew 18:18
"Truly I tell you, whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven. "

Of course, sins we directly commit against Yah - like the idolatry Israel committed just 40 days after receiving the law at Mt. Sinai - can only be forgiven by Him and so we rely on His mercy and on faith in the blood of Christ. But once we're forgiven and of his body in the Melchizedek priesthood, I think we're ALL meant to do what Christ did while he was here in his own body.

If the Roman Catholic Church explains that the power to forgive sins was inherited from the apostles who were given by Christ to do it and it was passed to its priests up to the Pope and it will be done by Sacrament of Confession

Then the questions are:

How do Bible based groups forgive sins on behalf of Christ like the apostles who were given the power from Christ?

Do some of them believe that their ministers/pastors were given by Christ to forgive sins on his behalf?
The BIGGEST/ MOST IMPORTANT/ BEYOND ANY SCOPE BIG-IMPORTANT is to forgive sin IS NOT GIVING SOMEONE SALVATION AND A WAY INTO HEAVEN!!!! EVEN FOR THE CATHOLICS!!!! I can forgive you all day long but if you are not saved you will not go to heaven!!!! G-d may let that slide too sin against me, but it does not absolve the sin against Him... THE REJECTION of MESSIAH.... THAT IS WHAT PUTS PEOPLE IN HELL!!!! THAT ALONE!!!!
