Individuals do not creat doctrine. Doctrine is Defined using Scripture using and stated in creeds of church councils. Even the Protestant churches accept the first seven as authoritive.
They cover some important doctrines well. But alas, they failed to mention the word 'grace' in their creeds.

We are saved by GRACE through faith...(Ephesians 2:8)

I have always wondered how and why 'the word, 'grace' was missing in their lists of doctrines.

I have been told that, it was assumed to be evident by the readers of those creeds. I reject that claim.

Grace and Mercy is what Christ showed to humanity upon the Cross. and Jesus preached that in the Gospel.

There is a bit more to the story than just the grace of God.

Saved by grace is what Peter declared in Acts 15.

Acts 15:11
But we believe that we are saved through the grace of the Lord Jesus, in the same way as they also are.

That still is not the definition of a Christian according to the New Testament.

did God tell man to make Doctrines, or did man decide on his own to make Doctrines?
Through the Apostles, God put people in charge and by God's guidance they had Councils to define correct Doctrines in response to false teachers like Arius. So, yes the Doctrines are sanctioned by God thru his Church.

which is why many of today's Scholars are atheist and agnostic like Erhman?
There are Christian scholars and non-Christian scholars.

Both have their place in understanding Christian history and church history.

Both are invaluable in understanding how the Bible developed and why Bibles differ from each other.

they had a Council because Gentiles were PAGAN and had many practices that were ungodly. these were mentioned to separate their pagan beliefs.

Even those in false christian religions say that, proves nothing.

Have you looked at bowman's outline?
i don't need to read someone's thoughts when all i have to do is watch the life of those claiming to be Follower's of Christ. if they aren't leading anyone to Christ they are not of God!

when's the last time you led someone to Christ?

Well you are red hot now.

Romans 10:9-10
That if you confess with your mouth Jesus as Lord, and believe in your heart that God raised Him from the dead, you will be saved; for with the heart a person believes, resulting in righteousness, and with the mouth he confesses, resulting in salvation.

Probably the number one doctrine in Christianity.

You cannot be saved if you do not believe in the death and resurrection of Jesus Christ.

Church councils dealt with heretical versions of Christianity, both within and eternal to the church.

Paul recognized divisions that existed in the Corinthian church.

Acts 15 tells us of another division even in the early church.

Church division is the opposite of church unity and has always been with us.

There has only ever been one church in Christianity.

how's that a Doctrine?

it's a Command by Jesus!

i follow the Commands by Jesus :
19 Go, make disciples of all nations, baptizing them into the name of the Father and of the Son and of the Holy Spirit.

20 teaching them to observe all things whatever I commanded you.

^
where's the Command to create doctrines at?
