Ephesians 2
8 By grace you have been saved through faith; and that not of yourselves, it is the gift of God;
9 not as a result of works, so that no one may boast.
10 For we are His workmanship, created in Christ Jesus ~FOR~ good works, which God prepared beforehand so that we would walk in them.
An unbeliever cannot do the kind of "good works" that the Bible speaks of, for the simple reason that an unbeliever neither knows nor can he/she understand God (neither then can they know what His will is for them). And even if they did understand what His will for them was, they would not believe or obey it, because they would consider it to be nothing but foolishness.
1 Corinthians 1
18 The word of the Cross is foolishness to those who are perishing, but to us who are being saved it is the power of God.
1 Corinthians 2
14 A natural man does not accept the things of the Spirit of God, for they are foolishness to him; and he cannot understand them, because they are spiritually appraised.
