The LORD would speak to Moses face to face, as a man speaks with his friend. Then Moses would
return to the camp, but his young aide Joshua son of Nun did not leave the tent. Exodus 33:11
So Jacob called the place Peniel, saying, “It is because I saw God face to face, and yet my life was spared.”
Genesis 32:30
My understanding is that they did not see God as He actually was, but a representation of Him or God showed them some aspect of Himself but not everything in totality.
1Kings 18:12 After the earthquake came a fire, but the LORD was not in the fire. And after the fire came a gentle whisper.
13 When Elijah heard it, he pulled his cloak over his face and went out and stood at the mouth of the cave. Then a voice said to him, “What are you doing here, Elijah?”

19 And he said, I will make all my goodness pass before thee, and I will proclaim the name of the Lord before thee; and will be gracious to whom I will be gracious, and will shew mercy on whom I will shew mercy.
20 And he said, Thou canst not see my face: for there shall no man see me, and live.
21 And the Lord said, Behold, there is a place by me, and thou shalt stand upon a rock:
22 And it shall come to pass, while my glory passeth by, that I will put thee in a clift of the rock, and will cover thee with my hand while I pass by:
23 And I will take away mine hand, and thou shalt see my back parts: but my face shall not be seen.
Jacob wrestled with God in the form of a man/angel. But he still saw the incident as seeing God's face. Persons will say, they spend time with God or they felt His presence. But they did not actually see God Himself.
Genesis 32: 24 And Jacob was left alone; and there wrestled a man with him until the breaking of the day.
25 And when he saw that he prevailed not against him, he touched the hollow of his thigh; and the hollow of Jacob's thigh was out of joint, as he wrestled with him.
26 And he said, Let me go, for the day breaketh. And he said, I will not let thee go, except thou bless me.
27 And he said unto him, What is thy name? And he said, Jacob.
28 And he said, Thy name shall be called no more Jacob, but Israel: for as a prince hast thou power with God and with men, and hast prevailed.
29 And Jacob asked him, and said, Tell me, I pray thee, thy name. And he said, Wherefore is it that thou dost ask after my name? And he blessed him there.
30 And Jacob called the name of the place Peniel: for I have seen God face to face, and my life is preserved.
Other examples I can think of: God speaking to Moses through the burning bush and God speaking to Balaam through his donkey.
