Water baptism is just a symbolic gesture.

Romans 4:11
And he received circumcision as a sign, a seal of the righteousness that he had by faith while he was still uncircumcised. So then, he is the father of all who believe but have not been circumcised, in order that righteousness might be credited to them.

1 Peter 3
20 to those who were disobedient long ago when God waited patiently in the days of Noah while the ark was being built. In it only a few people, eight in all, were saved through water, 21 and this water symbolizes baptism that now saves you also—not the removal of dirt from the body but the pledge of a clear conscience toward God.

Good question. If they believed in God and followed his commandments like David and others. They might be born again, since they had to not give into all the worldly pleasures (yes, many failed but the goal was still the same). That is the best answer, I can give. But really that is a good question.

HMM What did Jesus tell Nicodemus?

3 Now there was a Pharisee, a man named Nicodemus who was a member of the Jewish ruling council. 2 He came to Jesus at night and said, “Rabbi, we know that you are a teacher who has come from God. For no one could perform the signs you are doing if God were not with him.”
3 Jesus replied, “Very truly I tell you, no one can see the kingdom of God unless they are born again.[a]
4 “How can someone be born when they are old?” Nicodemus asked. “Surely they cannot enter a second time into their mother’s womb to be born!”
5 Jesus answered, “Very truly I tell you, no one can enter the kingdom of God unless they are born of water and the Spirit. 6 Flesh gives birth to flesh, but the Spirit[b] gives birth to spirit. 7 You should not be surprised at my saying, ‘You[c] must be born again.’ 8 The wind blows wherever it pleases. You hear its sound, but you cannot tell where it comes from or where it is going. So it is with everyone born of the Spirit.”[d]
9 “How can this be?” Nicodemus asked.
10 You are Israel’s teacher,” said Jesus, “and do you not understand these things? 11 Very truly I tell you, we speak of what we know, and we testify to what we have seen, but still you people do not accept our testimony. 12 I have spoken to you of earthly things and you do not believe; how then will you believe if I speak of heavenly things? 13 No one has ever gone into heaven except the one who came from heaven—the Son of Man.[e] 14 Just as Moses lifted up the snake in the wilderness, so the Son of Man must be lifted up,[f] 15 that everyone who believes may have eternal life in him.”[g]
16 For God so loved the world that he gave his one and only Son, that whoever believes in him shall not perish but have eternal life. 17 For God did not send his Son into the world to condemn the world, but to save the world through him. 18 Whoever believes in him is not condemned, but whoever does not believe stands condemned already because they have not believed in the name of God’s one and only Son.19 This is the verdict: Light has come into the world, but people loved darkness instead of light because their deeds were evil. 20 Everyone who does evil hates the light, and will not come into the light for fear that their deeds will be exposed. 21 But whoever lives by the truth comes into the light, so that it may be seen plainly that what they have done has been done in the sight of God.

Jesus rebuked Nicodemus because he did not know this and yet he was suppose to know this as Nicodemus was one of Israel's teachers.

Hebrews 11
[SUP]24 [/SUP]By faith Moses, when he became of age, refused to be called the son of Pharaoh’s daughter,[SUP]25 [/SUP]choosing rather to suffer affliction with the people of God than to enjoy the passing pleasures of sin,[SUP]26 [/SUP]esteeming the reproach of Christ greater riches than the treasures in[SUP][e][/SUP] Egypt; for he looked to the reward.

They knew.

In the Old Covenant, people were "saved/born again" by looking FORWARD to Christ and Messiah and his sacrifice, death, and resurrection in the future; whereas now, we are saved by looking BACK to Christ and Messiah and his sacrifice, death, and resurrection. :)

Everything was symbolic for something.

Job 19:25
I know that my redeemer lives, and that in the end he will stand on the earth.

Matthew 5:35
or by the earth, for it is his footstool; or by Jerusalem, for it is the city of the Great King.

Genesis 37:31
Then they got Joseph’s robe, slaughtered a goat and dipped the robe in the blood.

Revelation 7:14
I answered, “Sir, you know.” And he said, “These are they who have come out of the great tribulation; they have washed their robes and made them white in the blood of the Lamb.

Exodus 12:21
Then Moses summoned all the elders of Israel and said to them, “Go at once and select the animals for your families and slaughter the Passover lamb.

John 13
27 As soon as Judas took the bread, Satan entered into him.
So Jesus told him, “What you are about to do, do quickly.” 28 But no one at the meal understood why Jesus said this to him.

Jewish covenant ritual was done by leaving a open wound in the palm of your hands to let other know that you are under a covenant.

4) Raise the right arm and cut the palm of the hand and clasp
each other's hand and mingle your blood. This is saying to the other
person, "We are becoming one with each other. To intermingle the
blood is to intermingle the very life of both people

John 20:25So the other disciples told him, “We have seen the Lord!” But he said to them, “Unless I see the nail marks in his hands and put my finger where the nails were, and put my hand into his side, I will not believe.”

On the other end of the spectrum I think of these vss. which indicate a change of ministration.

A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
(Eze 36:26)

But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people.
(Jer 31:33)

coupled with...

Forasmuch as ye are manifestly declared to be the epistle of Christ ministered by us, written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart.
(2Co 3:3)

Who also hath made us able ministers of the new testament; not of the letter, but of the spirit: for the letter killeth, but the spirit giveth life. But if the ministration of death, written and engraven in stones, was glorious, so that the children of Israel could not stedfastly behold the face of Moses for the glory of his countenance; which glory was to be done away: How shall not the ministration of the spirit be rather glorious?

No! They could not have been BORN OF GOD! The BORN of GOD only happened AFTER Christ Died and rose and asked the Father to sent the Spirit. To be BORN OF GOD (Born again) and offer had to be made that could RENEW and ABSOLUTELY clear the conscience... ONLY THE BLOOD OF JESUS could do that.

The WATER and the batism Jesus talks about, could NOT have been done before the Holy Spirit came with ALL THE HIDDEN TRUTHS GOD UNLOCKED WHEN THE VEIL of the temple was torn...

Here is the proof of the FULNESS in CHRIST (Born of God/Rebirth/Spirit Filled/Full Truth) Of God happened...
Jesus walks with His diciples and He says... I have yet many things to say unto you, but ye CANNOT bear them now... And this they could only BEAR AFTER they were baptized with the Holy Spirit (Reborn). These hidden things God unlocked with knowledge and power when the Spirit came unto them. God said... Ye shall receive power after the Holy Spirit is come upon you... And they did... POWER FROM ABOVE (BORN FROM ABOVE) First happend to the people in the upper room on the day God gave them the Spirit to REMAIN IN THEM... 1 John3:9.. The SEED and BORN OF GOD...

The blood of bulls and goats could NEVER take away sins... Only Jesus' blood can do that... And no reborn has sin in him or her... Heb10:4.

All who is Born of God CANNOT sin... old testament did not have this blood shed for them.... And this BLOOD TAKE AWAY SIN... other's could not!

The Blood of Jesus takes away sins, the Born of God KEEPS IT AWAY!!!!Only AFTER Jesus died, rised and sent the Spirit, could this be achieved by GOD! This is Truth and this is proof!

That the rebirth process that had came later; but we all had came from God and we came from His mouth which we were the breath of life ( and which it was the spiritual soul that had came from Him).

The OT believers were indeed regenerated. They believed in the promised Messiah for eternal life and obtained a good report by faith even though they did not receive the Messianic promise.

Romans 4:1-8
1 What shall we say then that Abraham our father, as pertaining to the flesh, hath found?
2 For if Abraham were justified by works, he hath whereof to glory; but not before God.
3 For what saith the scripture? Abraham believed God, and it was counted unto him for righteousness.
4 Now to him that worketh is the reward not reckoned of grace, but of debt.
5 But to him that worketh not, but believeth on him that justifieth the ungodly, his faith is counted for righteousness.
6 Even as David also describeth the blessedness of the man, unto whom God imputeth righteousness without works,
7 Saying, Blessed are they whose iniquities are forgiven, and whose sins are covered.
8 Blessed is the man to whom the Lord will not impute sin.

...and Abraham and David as well as other OT saints are in Heaven.

A question I still have questions on.
Yes, or how could they Live by Faith ? Look at the Testimony of Heb 11. That Faith pleased God Heb 11:6, however those in the flesh cannot please God Rom 8:8, so they had to be born of the Spirit which Faith is but the fruit of Gal 5:22

22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,

God has always imputed righteousness. Righteousness never comes by the works of man. The hero's of the faith believed Gods word and that belief is what produced their actions.

That's False. Faith was produced in them by the Spirit. For Faith is a fruit of the Spirit. Gal 5:22

And just how was said faith produced apart from Gods word? John 6:63 It is the Spirit that quickeneth; the flesh profiteth nothing. The words that I speak unto you they are Spirit and they are life. From the lips of Jesus to your heart. Faith always sources from Gods word and Gods word is the vehicle through which the Spirit of God operates. The Spirit never speaks of Himself but only that which He hears from the Father, the word of God. That very thing that Adam transgressed in the garden.

When was the lamb of God slain? Was it in the 1st century as seen through man’s perspective?

Rev 13:8 And all that dwell upon the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.
Or was He really slain “before the foundation of the world” as God’s Word demonstrates?

Remember even before the crucixion Christ expected Nicodemus to understand the principle of being born again. Why would Christ expect Nicodemus to understand thi before the crucifixion if one could not be born agin before the crucifixion?.

Joh 3:3-11 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God. Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born? Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. Marvel not that I said unto thee, Ye must be born again. The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit. Nicodemus answered and said unto him, How can these things be? Jesus answered and said unto him, Art thou a master of Israel, and knowest not these things? Verily, verily, I say unto thee, We speak that we do know, and testify that we have seen; and ye receive not our witness.

The WATER and the batism Jesus talks about, could NOT have been done before the Holy Spirit came with ALL THE HIDDEN TRUTHS GOD UNLOCKED WHEN THE VEIL of the temple was torn...
Once again look at it from God’s perspective not man’s. If the lamb was slain before the foundation of the world, then why couldn’t the Holy spirit also have been given then too? It would be hard to deny the fact that Holy Spirit was in the world before Pentecost or that Old Testament saints couldn’t receive the Holy Spirit.

Gen 1:2 And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.

Isn’t the spirit of God the Holy Spirit?

Exo 31:2 See, I have called by name Bezaleel the son of Uri, the son of Hur, of the tribe of Judah: And I have filled him with the spirit of God, in wisdom, and in understanding, and in knowledge, and in all manner of workmanship,

Exo 35:30 And Moses said unto the children of Israel, See, the LORD hath called by name Bezaleel the son of Uri, the son of Hur, of the tribe of Judah; And he hath filled him with the spirit of God, in wisdom, in understanding, and in knowledge, and in all manner of workmanship;

1Sa 10:10 And when they came thither to the hill, behold, a company of prophets met him; and the Spirit of God came upon him, and he prophesied among them.

1Sa 11:6 And the Spirit of God came upon Saul when he heard those tidings, and his anger was kindled greatly.

2Ch 15:1 And the Spirit of God came upon Azariah the son of Oded:

Job 27:3 All the while my breath is in me, and the spirit of God is in my nostrils;

And the list goes on and on………..

Aren’t those who are born again and filled with the spirit given a new heart or a circumcision of the heart?

Rom 2:29 But he is a Jew, which is one inwardly; and circumcision is that of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.
Eze 11:19 And I will give them one heart, and I will put a new spirit within you; and I will take the stony heart out of their flesh, and will give them an heart of flesh:
Eze 18:31 Cast away from you all your transgressions, whereby ye have transgressed; and make you a new heart and a new spirit: for why will ye die, O house of Israel?
Eze 36:26 A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.

Here is the proof of the FULNESS in CHRIST (Born of God/Rebirth/Spirit Filled/Full Truth) Of God happened...

Isa 55:8 For my thoughts are not your thoughts, neither are your ways my ways, saith the LORD.
Sometimes we have to remember to look at things from God’s perspective, not man’s. Rest assured the Old Testament saints were born again and could receive salvation just like you and I can. Christ did not lie when He said only those born again will see the kingdom of God. It’s never been about adhering to the law, it has always been about placing ones faith in Christ. and 1Cor10:1-4 shows both Old and New Testaments drink and eat from the same Rock and that Rock is Christ!

1Co 10:1-4 Moreover, brethren, I would not that ye should be ignorant, how that all our fathers were under the cloud, and all passed through the sea; And were all baptized unto Moses in the cloud and in the sea; And did all eat the same spiritual meat; And did all drink the same spiritual drink: for they drank of that spiritual Rock that followed them: and that Rock was Christ.

In the OT was there any mention or teaching on'being born from above/again or they just were and didn't know ?
Was this why Nicodemus was unaware?
Was Pentecost's 'receiving/baptism of the Spirit' associated with being born again or was it an additional event?

I have heard of a teaching that after Jesus died on the cross, before He rose, He went to Abraham's bosom/paradise or where the righteous were from the OT, there He revealed Himself and preached to them and set those captives free. So if this is so then to me that is when they were born again.

Were the old/first testament believers born again?

Depends on which covenant you are talking about, the one with Moses or the one with Abraham. There were some born again believers who were given new hearts and God's Holy Spirit in the OT but when you ask about the covenants that is a different more complicated discussion.
many who were part of the covenant Moses made with the people of Israel were NOT born again because they rejected God and demanded that Moses be a prophet to them instead of having direct communication with God. that is way when Moses spoke he told them that for now that covenant was ok but in the future it would be replaced with the True covenant that God wanted to make with His people in the first place but they rejected wanting to return to egypt and its false gods and idols.

Psalm 51:9-11

New King James Version (NKJV)

[SUP]9 [/SUP]Hide Your face from my sins,
And blot out all my iniquities.

[SUP]10 [/SUP]Create in me a clean heart, O God,
And renew a steadfast spirit within me.
[SUP]11 [/SUP]Do not cast me away from Your presence,
And do not take Your Holy Spirit from me.
