Nowhere does Paul state that the gifts he discusses in chapters 12-14 are "unseen". That's your addition to Scripture, and that little addition has corrupted your understanding of the gifts completely.

Jesus knew their mind set. He would have no part in the side show. Called a fuller grace, lets get filled with the experience ?

If the gift came freely as faith which came from hearing the unseen eternal. Then we can say it is a spiritual gift . Nothing observable to the eye. No outward noise or falling back among others like holy laughter, holy crying etc. .or anything to propmote self edification (I did it) Things that are exclusive to those called charismatics... sign gifts.

Signs are for those who do not have faith. Prophecy for those who do have the unseen eternal

The Spirit of God has no form as invisible. We walk by the invisible work of faith. It is Emanuel God with us working in us to both will and do his good pleasure .It is called a imputed righteousness .

No one has received their new incorruptible body the one observable "sign gift" .

We defend that (sola scriptura) which defends us new creatures. . called the armor of God. .

Yes a sign but not as wonder. . a form of faith for looking ahead to a fulfillment. .Christ came as a thief in the night just as it he will the last time, the last day .

Hezekiah's sign followed the prophecy . He did not try out seeking after a sign for 15 years to self edify Look at me what I did I added 15 years ? . That only shows pride like those who treated Jesus like a circus seal .Do us a trick then we will believe;).

Sings are for those who rebel. Prophecies for those who beleive God.

It is written in the letter of law. Will you get under it, or for all that you yet still refuse to believe the sign does not represent unbelief in mankind?

You missed it:

"...that they might receive the Holy Spirit. For He had not yet fallen upon any of them..." - Acts 8:15,16

I think you're not questioning whether or not Jesus baptizes with the Holy Spirit, right? That's plainly taught in the Bible:

"He (Jesus) will baptize you with the Holy Spirit and fire. " - Matthew 3:11

I suspect what you're questioning is the concept of the baptism of the Spirit as an additional experience of the Spirit above and beyond simply receiving the Holy Spirit in salvation. We see the difference between the two here:

The disciples received the indwelling Holy Spirit right after Jesus rose from the dead:

"Jesus came and stood in their midst and said to them, “Peace be with you.” 20And when He had said this, He showed them both His hands and His side. The disciples then rejoiced when they saw the Lord. 21So Jesus said to them again, “Peace be with you; as the Father has sent Me, I also send you.” 22And when He had said this, He breathed on them and said to them, “Receive the Holy Spirit. " - John 20:19-22

Then they received the baptism of the Holy Spirit later on the Day of Pentecost:

"1When the day of Pentecost had come, they were all together in one place. 2And suddenly there came from heaven a noise like a violent rushing wind, and it filled the whole house where they were sitting. 3And there appeared to them tongues as of fire distributing themselves, and they rested on each one of them. 4And they were all filled with the Holy Spirit and began to speak with other tongues, as the Spirit was giving them utterance." - Acts 2:1-4

Much later, when the household of Cornelius was saved, Peter refers to the outward overflow of the Spirit upon them as the baptism with the Spirit, and that it's the baptism that John said Jesus would give:

15“And as I began to speak, the Holy Spirit fell upon them just as He did upon us at the beginning. 16“And I remembered the word of the Lord, how He used to say, ‘John baptized with water, but you will be baptized with the Holy Spirit.’ - Acts 11:15-16

So, the baptism of the Spirit (or 'with' the Spirit) is quite Biblical, and it's distinct and different than just receiving the indwelling of the Holy Spirit in salvation. Even in the old testament, God teaches us how the Holy Spirit dwells in the temple of God, and then shows us how the Spirit flows out of the temple for all to see. Two distinct states of the Holy Spirit regarding His temple. And as you probably know, in this New Covenant we are the temple of God in which His Spirit lives. And so it is with us, too, that there is the second experience of the Holy Spirit pouring out of us, His temple, not just inhabiting the temple. That is, if you want it, and you don't suppress it.

Philip was Holy Spirit fill and miracles followed him and his ministry. So why was he unable to do as Peter and John; lay hands on them and pray that they would have the Holy Spirit?

But when they believed Philip preaching the good news about the kingdom of God and the name of Jesus Christ, they were being baptized, men and women alike. Even Simon himself believed; and after being baptized, he continued on with Philip, and as he observed signs and great miracles taking place, he was constantly amazed. Now that you are saved, you should ask the Lord to baptize you with the Holy Spirit (Acts 2:4).

While it is certainly true the Holy Spirit came into your heart and life the moment of your Salvation, still, He now wishes to endure you with power from on high. Consequently, Jesus told all of His followers immediately before His Ascension, that they should "wait for the Promise of the Father" (Acts 1:4). He was speaking of being "Baptized with the Holy Spirit" (Acts 1:5).

You must understand that there is a great difference in being "born of the Spirit" than being " Baptized with the Spirit." They are two different works altogether.

To be "born of the Spirit" is that which took place at your conversion, as the Holy Spirit brought you to Christ and performed the work of regeneration within your heart and life. To be "Baptized with the Spirit" is in order that you may have Power with God (Acts 1:8). Every Believer should ask the Lord to fill them with the Holy Spirit, and expect to receive (Luke 11:13).


*IS IT NECESSARY TO SPEAK IN TONGUES? *

For Salvation, no, but if one wants the true New Testament experience, then one should want to speak with other Tongues exactly as the Bible says. Don’t make the mistake of seeking Tongues, we don’t seek Tongues, we seek the infilling of the Holy Spirit with Tongues being the initial physical evidence one has been filled.

*SEVEN STEPS TO RECEIVING THE INFILLING OF THE HOLY SPIRIT *

1. You must be Born-Again: There is only one requirement for one to be baptized with the Holy Spirit and that is to be Saved. No other requirements are needed. Salvation now prepares one for the Holy Spirit to come and live and work in a new and dynamic fashion.

2. You must decide that it is Scriptural: You must settle it in your spirit once and for all that this great Gift is for all Believers for all time. There must not be any doubt in your heart. Don’t let Satan fill your mind with all kinds of negative thoughts. Don’t let those who are not believers of the Spirit Baptism influence you negatively.

3. You must have Faith: Everything we receive from the Lord is always by Faith. We are to believe what He has promised in His Word, and He has most certainly promised the Holy Spirit (Acts 1:4, Joel 2:28-29, Isa. 28:11-12). Hebrews 11:6 says, “Without Faith it is impossible to please Him: for he that comes to God must believe that He is, and that He is a Rewarder of them who diligently seek Him.”

4. You must not fear: Don’t be afraid of opening yourself up to the spirit world, fearing that something of Satan will come upon you. Luke 11:11-13 says: “If a son ask bread of any of you that is a father, will he give him a stone? or if he ask a fish, will he for a fish give him a serpent? Or if he shall ask an egg, will he offer him a scorpion? If you then, being evil, know how to give good gifts unto your children: how much more shall your Heavenly Father give the Holy Spirit to them who ask Him?”

5. What to expect: You are to expect the Holy Spirit to put supernatural words (Tongues) into your spirit, and then for the Holy Spirit to move upon your vocal organs. The Lord will not force you to speak in Tongues. He will give the utterance, but we have to speak.

6. We must yield: By yielding I am meaning that in your heart you should say to the Lord, “I am asking You Lord to fill me with the Holy Spirit and by Faith I now receive.” We are not to beg, for the infilling of the Holy Spirit is a free Gift; neither are we to continually pray out loud in our own Tongue because one cannot speak in two languages at once.

7. Receive: You must understand that God has already given the Spirit and that it is a Gift and, consequently, the only thing one is to do respecting a Gift is to receive it. So you must say, “I am going to receive this Gift of God.”

So now if you haven’t received, then go through these steps and by Faith receive.

Tragically, the modern Church seeks to live for God without the help of this “sevenfold fullness.” Even though the Holy Spirit most definitely resides in the heart and life of every single Believer, irrespective of the spiritual condition of such a Believer, still, what He can do is only potential. In other words, His help is not automatic.

But every single Believer can have this “sevenfold fullness” if the Believer will place his faith absolutely and exclusively in the Cross. The Holy Spirit always works within the parameters of the Finished Work of Christ. The Cross ever being the Object of our Faith, then the Holy Spirit will work mightily on our behalf, giving us the benefit of “His sevenfold fullness,” but only if our faith is properly placed in Christ and the Cross. He tells us this in Romans 8:2.”

His sevenfold fullness.” Those attributes are: “Spirit, Wisdom, Understanding, Counsel, Might, Knowledge, and Fear.”

I have never seen the likes of a person who can twist the scriptures so hard that the words run off the page, and then write it his own hand as you can.

I asked the same question.
I think the answer lies in you have to pray to specifically receive the baptism with the Holy Spirit. Praying with someone to receive salvation may not automatically bring the baptism with the Holy Spirit and fire with that salvation. That has been my experience in these circles. Generally, you have to be very specific about receiving the baptism with the Spirit when you pray.

HOW TO RECEIVE AND RETAIN A PENTECOSTAL FULLNESS FROM OUR LORD JESUS

By looking at the title of How in that study . The word fullness should sent up a red flag. And retain simply adds to it. When any sect uses the word fullness in that way it does despite to the grace of God.

There are none so blind as those who will not see! Jer 5v21...

Another scripture making this point is found in Acts 19:2-6. There are not many Believers who are filled with the Baptism with the Holy Spirit with the evidence of speaking in other Tongues today.

Why Is It Important And Why Do We Need It?
Jesus left us with the answer below.

"Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
Marvel not that I said unto thee, Ye must be born again.

8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit." John 3:5-8

According to verse 8 above sound will accompany the Spirit when it arrives.

Consider that God is the only one that can tame mankind's tongue. (James 3:8) Is this significant? I believe so because every piece of information in the Word is there to perfect our understanding. (2 Tim 3:16)

The main thing I perceived from the recorded events was that receiving the Holy Ghost does not take place the instant one believes.

After reviewing scriptures associated with Philip I noticed there is no record of him assisting in one receiving the Holy Ghost. However, he is used to administer water baptisms. (Acts 8:12, 38)

I can only conclude that God uses individuals to perform some and not all ministry tasks. As I write this I am reminded of an instance where God used me to lay hands upon someone for them to receive the Holy Ghost. That was the one and only time I was used for that purpose.

God's ways are not our ways. However, we can be sure that He has a reason for why and how He does things. Our job is to be ready and willing vessels He can use for His glory.

I asked the same question.
I think the answer lies in you have to pray to specifically receive the baptism with the Holy Spirit. Praying with someone to receive salvation may not automatically bring the baptism with the Holy Spirit and fire with that salvation. That has been my experience in these circles. Generally, you have to be very specific about receiving the baptism with the Spirit when you pray.
The scripture proves the point that receiving the Holy Ghost does not happen at the moment one believes. God could have orchestrated the events to happen the way they happened for that purpose alone. God does nothing haphazardly.
