Knowing in context. The scribes and pharisees were seen and known by everyone who knew them as the most righteous people on earth ACCORDING to the law. I would venture to say, and be quite honest. that not a person in this room today can claim to follow the law better than the pharisees. he is making a point, even their righteousness (which every onr jesus was speaking to could understand they did not attain, thus could never attain) is not good enough.
then he goes to prove the law of old (mosaic law) was not even good enough to show us how to be rightious.

Non of the stuff bolded was contained in the old law.

So we see Jesus tell us a few things.
it starts by showing us who is blessed. Not those who follow the law. But those who humble themselves, and do ALL things with humility and th elove of others (including our enemy)
then it says this about the law
1. The law will not pass away, it will still condemn you
2. The law will not make you righteous, Because the people who did do them were not righteous enough
3. The law was incomplete. in that it could not even show us how to be righteous. It was not even complete. It said do not murder. or commit adultry. But it never showed us that even the thought of lust or angry outburst was just as evil and made us just as guilty.
And you want to take ONE small verse out of the WHOLE of jesus message, and say this claim you are right and we are wrong?? WOW!!
