Not necessarily. The Holy Spirit selectively "Endued people (and in one case a donkey) with power from on high" all through the OLD testament. But the Holy Spirit NEVER "INDWELLED" any of 'em until John 20:22.
Why do you say they were “ indwelled “ with the spirit in John 20:22? Nothing in scripture says that
“And when he had said this,
he breathed on them, and saith unto them, Receive ye the Holy Ghost:”

it clearly says it in acts 2 when they receive the holy ghost and we’re filled with it
“And
they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.”
Acts 2:4 KJV
is being “
indwelled “ wich it doesn’t say , different form
being filled with ?
are either of these different from this promise Jesus made ? Or is the promise Jesus made simply being fulfilled like he said it would be ? Here’s his promise
“If ye love me, keep my commandments. And I will pray the Father, and he shall give you another
Comforter, that he may abide with you for ever; even
the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but
ye know him; for he dwelleth with you, and shall be in you.”
John 14:15-17 KJV
the promise he told them to wait for in Jerusalem together and then begin witnessing ? This is what he told them after he rose over a fourty day period before pentocost
“until the day in which he was taken up, after that he through the Holy Ghost had given commandments unto the apostles whom he had chosen: to whom also he shewed himself alive after his passion by many infallible proofs, being seen of them forty days, and speaking of the things pertaining to the kingdom of God: and, being assembled together with them, commanded them that they should not depart from Jerusalem, but wait for the promise of the Father, which, saith he, ye have heard of me. For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence. But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judæa, and in Samaria, and unto the uttermost part of the earth. And when he had spoken these things, while they beheld, he was taken up; and a cloud received him out of their sight.”

if they are already “ indwelled “ with e spirit and have already received it why is he telling them “
wait until you receive the promise of holy ghost which I told you about ? Then he’s taken into heaven and soon
after they receive the spirit like he promised and immediately start revelating the gospel by the spirit
This is what then happened
“And suddenly there came
a sound from heaven as of a rushing mighty wind, and it filled all the house where they were sitting. And
there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And
they were all filled with the Holy Ghost, and began to speak with other tongues,
as the Spirit gave them utterance.”
Acts 2:1-4 KJV
It’s because now they are filled with Gods spirit they have now received the promise and now they start preaching revelation of all this Peter immediately stands and begins explaining “ this is the fulfillment of Gods age old promise to give man a new spirit of life “
“But
this is that which was spoken by the prophet Joel; And it shall come to pass in the last days, saith God, I will pour out of my Spirit upon all flesh: And your sons and your daughters shall prophesy, And your young men shall see visions, And your old men shall dream dreams: And
on my servants and on my handmaidens I will pour out in those days of my Spirit; and they shall prophesy:”

The scripture doesn’t even leave a doubt out this matter furthermore it’s at this point they begin to explain how the spirit came to them after Jesus ascended to the throne of heaven showing us now man can receive the promise Jesus made of his spirit like they did
“This Jesus hath God raised up, whereof we all are witnesses. Therefore being by the right hand of God exalted, and having received of the Father the promise of the Holy Ghost, he hath shed forth this, which ye now see and hear.”
Acts 2:32-33 KJV
Now look what Peter begins saying by the holy ghost now in him and it’s now that we see the church established and beginning to grow
“Then Peter said unto them,
Repent, and be baptized every one of you in the name of Jesus Christ for the remission of sins, and
ye shall receive the gift of the Holy Ghost. For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
( now Peter is speaking by Gods spirit offering the same to believers like Jesus did )
And with many other words did he testify and exhort, saying,
Save yourselves from this untoward generation.
Then they that gladly received his word were baptized: and the same day there were added unto them about three thousand souls.
….And
the Lord added to the church daily such as should be saved.”
Acts 2:38-41, 47
It’s just too clear and overwhelming Jesus promises them many times when he lived they would later receive his spirit and they would live because of him after he arrived at the right hand of the father you can learn a lot about this in John 14-16 but also throughout the four gospels and in the apostles and acts it all says the same things
John the Baptist was actually filled with the Holy Ghost from the womb im not sure some realize that
“And because ye are sons, God hath sent forth
the Spirit of his Son into your hearts, crying, Abba, Father.”
