Who are the covenant people?
A covenant means a sacred agreement or a mutual promise between God and a person or a group of people.
Does one new covenant make an older covenant obsolete ?
The covenant people are the people he makes each covenant with

Another covenant is later promised to a new covenant people
“And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth. Make thee an ark of gopher wood; ……
And,
behold, I, even I, do bring a flood of waters upon the earth, to destroy all flesh, wherein is the breath of life, from under heaven; and every thing that is in the earth shall die.
But
with thee will I establish my covenant; and thou shalt come into the ark, thou, and thy sons, and thy wife, and thy sons' wives with thee.”
Genesis 6:13-14, 17-18
Then later he makes a covenant with Abram the Hebrew to make him a nation through whom all people would be blessed
“Now the LORD had said unto Abram, Get thee out of thy country, and from thy kindred, and from thy father's house, unto a land that I will shew thee:
and I will make of thee a great nation, and I will bless thee, and make thy name great; and thou shalt be a blessing: and I will bless them that bless thee, and curse him that curseth thee: and
in thee shall all families of the earth be blessed.”

Abram, Know of a surety that thy seed shall be a stranger in a land that is not their's, and shall serve them; and they shall afflict them four hundred years; and also that nation, whom they shall serve, will I judge: and afterward shall they come out with great substance. my covenant is with thee, and thou shalt be a father of many nations. Neither shall
thy name any more be called Abram,( single blessed nation ) but
thy name shall be Abraham; for a father of many nations have I made thee.”
Genesis 17:4-5 KJV
He makes a second covenant with Abraham father of many nations based on the offering of Isaac the only recognized son
“And the angel of the LORD called unto
Abraham out of heaven the second time, and said,
By myself have I sworn, saith the LORD, for
because thou hast done this thing, and hast not withheld thy son, thine only son: that in blessing I will bless thee, and in multiplying I will multiply thy seed as the stars of the heaven, and as the sand which is upon the sea shore; and
thy seed shall possess the gate of his enemies; and in thy seed shall all the nations of the earth be blessed; because thou hast obeyed my voice.”

When tbat came to pass after four hundred years in Egypt he made a covenant with the children of Jacob from Mount Sinai Jacob who was abrams grandson with his children and thier descendants he made the covenant through Moses
later he promises a new covenant that will not be according to throne from Sinai . Then he promises Jesus will come and make the covenant then Jesus sends the gospel to all creatures of the world saying “ whoever believes and is baptized shall be saved “
