It is not a translation from Hebrew to English, it is from the Vulgate.

In most of the English versions of the Bible the name "Lucifer" appears only one time, in Isaiah 14:12. This verse reads:
How are you fallen from heaven, O Lucifer, son of the morning... (Isaiah 14:12).
Now the word "Lucifer" is not an English word, but a Latin word. And so the question is:
Who gave the world this Latin name "lucifer"? And why did they give us this Latin name?

HOW WE CAME TO HAVE THIS NAME "LUCIFER"
In 382 A.D. Pope Damasus commissioned the scholar Jerome to make an official revision of the many Latin versions of the Bible that were floating around in the Catholic Church at that time. Jerome went off to a cave in Bethlehem, where he proceeded to make his translation, the Old Testament part of which he supposedly based on the Hebrew text. But in practice Jerome based his Old Testament very largely on the Greek language Septuagint version (i.e. "LXX") of the Old Testament, which Origen had produced about 140 years earlier, while in Caesarea.
By A.D. 405 Jerome had completed his work, which we today know as "The Latin Vulgate" Bible. It is far from a particularly accurate translation of the original texts. Rather, it is an interpretation of thought, put into idiomatic, graceful Latin! But "an interpretation of thought" is only good when the translator has a perfect understanding of "the thoughts" he is translating. But if a translator has a flawed understanding of the thoughts he is trying to translate, then his "interpretation of thoughts" results in a very flawed and misleading translation.
For 1000 years this Vulgate translation was without a rival, and herein lies the problem! The Latin Vulgate translation was the only version of the Bible available to the people of Europe during that period of time. There was no possibility for anyone to compare the Vulgate with any other translation, or with Hebrew and Greek manuscripts.
Jerome understood that Isaiah 14:12 is talking about Satan. There the Hebrew word "heylel" is used for Satan, and Jerome translated this into Latin as "Lucifer"!
This is a mistranslation!
The Latin word "Lucifer" is made up from two Latin words. These two words are:
Lux (=light) + ferous (=to bear or carry).
Thus the name "Lucifer" means in the Latin language "Light-bearer" or "Light-bringer".

The name Lucifer originally denotes the planet Venus, emphasizing its brilliance. The Vulgate employs the word also for "the light of the morning" (Job 11:17), "the signs of the zodiac" (Job 38:32), and "the aurora" (Psalm 109:3). 55. The seventh rule of Tichonius and the last, is about the devil and his body. For he is the head of the wicked, who are in a sense his body, and destined to go with him into the punishment of everlasting fire, just as Christ is the head of the Church, which is His body, destined to be with Him in His eternal kingdom and glory. Lucifer[a] is one of various figures in folklore associated with the planet Venus. The entity's name was subsequently absorbed into Christianity as a name for the devil. Modern scholarship generally translates the term in the relevant Bible passage (Isaiah 14:12), where the Greek Septuagint reads ὁ ἑωσφόρος ὁ πρωὶ, as "morning star" or "shining one" rather than as a proper noun, Lucifer, as found in the Latin Vulgate.

As a name for the Devil in Christian theology, the more common meaning in English, "Lucifer" is the rendering of the Hebrew word הֵילֵל, hêlēl, (pronunciation: hay-lale)[1] in Isaiah[2] given in the King James Version of the Bible. The translators of this version took the word from the Latin Vulgate,[3] which translated הֵילֵל by the Latin word lucifer (uncapitalized),[4][5] meaning "the morning star", "the planet Venus", or, as an adjective, "light-bringing".[6]

As a name for the planet in its morning aspect, "Lucifer" (Light-Bringer) is a proper noun and is capitalized in English. In Greco-Roman civilization, it was often personified and considered a god[7] and in some versions considered a son of Aurora (the Dawn).[8] A similar name used by the Roman poet Catullus for the planet in its evening aspect is "Noctifer" (Night-Bringer).[9]

But how really novel and original was this conceptual move for the Enochic trend? It should be noted that the leadership of Satan over the fallen Watchers is unknown in the earliest Enochic booklets. Yet, in the late Second Temple Enochic text, the Book of the Similitudes, one can see the extensive appropriation of the Satan terminology, both in the generic and in the titular sense.54 One of the instances of the “generic” use of such terminology can be found in 1 Enoch 40:7 where the term “satans” appears to designate one of the classes of angelic beings55 whose function is to punish56 or to put forward accusations against those who dwell on earth: “And the fourth voice I heard driving away the satans, and not allowing them to come before the Lord of Spirits to accuse those who dwell on the dry ground.”57

But the Bible clearly says that while Satan appears on earth (Luke 4:1-13), and describes him as the prince of the power of the air (Ephesians 2:2), it also says that Satan has access to heaven, where he accuses God’s people before the throne (Job 1:6-12).

So, we can say that in some way, Satan has access to both heaven and earth. The passages such as Job 1 and Revelation 12:10 show that he has access to heaven, and passages like the temptation of Jesus in Luke 4 and 1 Peter 5:8 show us that he has access to earth:

"The First Heaven is the heaven (reality) we see with our natural eyes. the Second Heaven is where Satan has his throne and the fallen angels dwell (unholy dark realm). The Third Heaven is where God has His throne (celestial kingdom) and rules and reigns over the universe. "

In the Luke text, Satan fell from the sky, he was not cast out of Heaven for good... That happens in Rev 12.
