Eph 1:
13) In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
14) Which is the earnest of our inheritance until the redemption of the purchased possession, unto the praise of his glory.
An administration (dispensation) of the gospel was committed to Paul (1 Cor 9:17; Eph 3:2). It was given to him by revelation from Jesus Christ (Eph 3:3).
Jesus was sent to the lost sheep of the house of Israel (Matt 15:24). He was a minister to the circumcision (Rom 15:8). Jesus taught people to keep the law in order to be saved.
Deut 6:25) And it shall be our righteousness, if we observe to do all these commandments before the LORD our God, as he hath commanded us.
After Jesus' ascension and the day of Pentecost, God's administration of grace was revealed to Paul, and that is what he taught. We are not saved by keeping the law (which no man can do), but by faith in Jesus Christ (Rom 3:20ff).
