Maggie explained well, let me take it one step further. God LET Satan deceive Adam & Eve. God baited Satan. Evil needed to be born. Evil needs grow, to mature, THEN it will be destroyed. It is a living lesson, it is a sifting of the intents of the hearts of men. And evil needed a ruling king to promote it...Satan.
Imagine if evil was never revealed, and in our naivety during a heated debate, like naive children do, one picks up a lump of wood and whacks the other over the head, the other dies from being hit (we've all seen children do this, hit that is..hopefully not die, but i've read it happen sadly). There now is sin committed unawares. Consequences come from naivety. That is an obvious example. There are multitudes of subtle sins that LEAD to rampant sins by their end results.
This birth of evil reveals all of evils subtle and blatant paths that otherwise would be unknown by His children. Imagine, God says Do not kill. His children would say, What is kill? God says, Do not steal. His children say, But all is ours? See the problem? God needed create evil to expose it so in the end He can destroy it ETERNALLY. And men choose their preferred paths. And God chooses His children out of those childrens preferences.
Also think on this. Why did God continue to create Satan when God is yesterday today and tomorrow ? When God declares the END at the BEGINNING? You see something fishy here? God already KNEW what Satan would do BEFORE He created him. So something else is going on beneath the surface of accepted Christian thought. Seek, and ye shall find.

My opinion friends is that GOD wanted more than something programed to love (angel even thou there was lucifer and his angels) while living with GOD or something. He might of wanted love that would last through tough situation and problems and have love that is strong and love that picks to belong to GOD by following Jesus Christ.

It is a fair question to ask (your title question), especially since neither he, nor his angels are accounted for in the Creation story of Gen 1&2. But let me first say this; you should 'Let God be true, but every man a liar'(Rom3:4) if you want to learn the Truth. To this end (convince yourself), if u accept Gen 1&2 as the complete and perfect account of all HE created and made during Creation, then
Adam, who was the only being created in the Image and Likeness of the LORD (EZ21:26-28), and who was given dominion over the Garden and the earth, and who was given a promise of eternal life for obedience to the Commandment (Don't Eat (sin)), and who was the only person to whom the Lord spoke the Truth, must be that Annointed Cherub that Covereth, whom is Lucifer, who became the serpent, devil and Satan (others names also), who too was created perfect and shown of beautiful colors, and who too was given dominion, and who too knew and was to abide by the Truth (Jn8:44). But, if you let men add to this account, then there are wide variety of interpretations you will have to sift through. But let me ask you some questions that might help you to understand it all.
How is there a serpent already in the Garden, even before Eve sins? Has not one already earned the reputations of being subtle and being as a serpent? The HEB
word for serpent, and the root is comes from imply the serpent is one who speaks a lie or enchantment. So has not the serpent already lied? Is Eve's testimony of the Truth the absolute Truth as was told to Adam, or how is that she spoke untruth unless it was something told to her which she believed (this would have been the first lie told)? How is God just in condening the serpent without a trial, unless the serpent is Adam, who already gave his testimony? Is not the serpent's curse the curse of sin all are born under since Adam sinned: for it is not found in the curse upon Adam ( acurse upon the flesh)? Did not Jesus's mother have to be a virgin, in order to fulfill that condition of the serpent's curse which excluded his seed from having any part in the Savior?
Read Ez28, Is14 and consider this with Adam.

Speaking as Completely third party observer absolutely serpent (Satan) father of Lies there is no truth comes from him and before Eve and Adam ate the fruit they didnt know already what is RIght and what is Wrong the first law settled down from God only "Dont eat the Forbidden fruit" and the serpent told to eve that if she eat the forbidden fruit she will become like god, if Adam and Eve didnt eat the fruit do u think we would know and considered that Satan is a Liar?,,,"Satan or Lucifer and the angels was created by God " SO meaning to say they are the first creation of God b4 the earth and the Garden were existed or Adam and Eve as well as being Imagery likeness of GOd?

Sin would probably galing sa freewill ng ama at ina ng ating lahi, alam ko mauunawaan mo ung sasabihin ko, and si satan binigyan din xa ng freewill ng God even he is a perfect angel how he fall from being unperfect? I believe that this is scriptural proof that the serpent in the garden of Eden was indeed the devil, "the father of lies".

Satan was exist in Genesis Coz God wants Taste them If their will Obey God or else disobey; But they still disobey God and they still remind God dont ate the knowledge of the tree but they still do.
in isaiah 14: its related this verse in genesis, its a view what Satan are Exist he was Falling down on the earth and he is the ruler of this earth according 1 john 5:19 and 1Cor4:4 But in the last time Satan will be throwned in to the lake of fire!!! thats it
Satan was a jinn that existed before man. He was promoted to the high level of paradise. He was present when Adam was being created. He watched as the clay was collected and kneaded for 40 days. When Adam was a clay shell he showed his distain.
