Limiting family size is often mentioned as a way to slow population growth and while I do think population growth does need to slow down, if not stop outright for a while, I think limiting family size by act of government should be an absolute last resort, but if people behaved responsibly it probably wouldn't be necessary to even discuss it.
I have seen situations where people have decided they want a large family and so they have had one, but they haven't thought about the subsequent years and what they can reasonably expect to provide to each child and so when that time arrives they can't always do enough.
Many wider social problems begin because of difficulties in the home and the root of many of these problems is lack of enough money and other things, often because people without high paying careers have wanted a large family and have gone onto have one in spite of knowing they could not support them all through to adulthood.
I think having a family is like many other things in life, you have to follow your heart but you also have to balance what you want with what you can actaully do, and oftentimes people have more children than they are emotionally capable of dealing with or financially supporting, and often it is sadly the innocent child who pays the price.
