If you build an air over pressure environment(looks similar to a counter type sandblaster) and put the HD inside it,(air going in needs to be filtered to remove dust) you can take the HD apart and swap it's disk into a working HD. A lot of times though just swapping the board off another HD that is working will let it spin again so try that first. Past that the HD is locked or unlocked but there's software to get around that and about half the time you can the other half nope,lol... If none of this works there's several companies you can send it to if you can afford it(thousands) but they can get it open and retrieve data even if you reformatted it. The Gov.'s probbably the best at it.
My suggestion is never sell your used phones,notebooks ect. instead take the hard drive out,lay it on somthing flat and beat it with a sledge hammer and then drop it in in a burn barrel. Over the years I guess being poor that all my new computors were sombody's old computors and so I've swapped parts back and forth, soldered new capacitors into MB's,rebuilt power supplies(bunch of other stuff). There is that hacker danger so in the end I snapped all my M$ cd's in half and swapped to Linux but most times just run it live from USB(you dont have to have a HD), and I've never made a purchase or entered a card number on the device I'm surfing the www with right now.
