Rachel, I spent over 40 years handling classified material. There was always one constant fact. Someone was always trying to get their hands on the material that I was charged to protect. Protection of that material was always my responsibility. If the material that I was charged to protect appeared in the press, regardless of how the press obtained it from me, I suffered the consequences of my negligence. While you may believe that it is criminal for someone to hack into a computer system for nefarious purpose, and it really is, once the results of the hack are made public, the holder of the classified material, unless you are a politician, becomes solely responsible for the loss of the material.
