It's going to take a lot of chemicals to have a major effect on a hurricane.
You can affect change in a hurricane if you do it early enough and won't need so much. That's why scientists track it from it's earliest point when it's still weak. For hurricanes that head toward the eastern US, they usually start off the coast of western Africa.
One factor in the formation of hurricane systems is the sea surface temperature, so that's what the scientists are trying to change. Not only with chemicals, I'm now also reading that scientists are also trying to find non-chemical methods too. It's pretty interesting!
