I often just ignore pm's if I have other stuff going on. I prefer to just talk in the main chatroom and if I do pm someone or get a pm then I prefer to only have 1 or 2 going, to answer the initial question. :) I don't like feeling like I'm short-changing someone in a conversation. I can keep track of what's going on in the main room while pm'ing though. :D

I think there's nothing wrong with ignoring a PM, or telling someone that you can't talk.
I think you're probably more correct than I am, here.
I look at it like, if I didn't want to chat, what am I doing in a chat room, you know? Ignoring a PM seems a little bit like having somebody IRL say my name and I'm standing there refusing to say "What?"
But, if I send a PM that is ignored, I just assume the person is AFK. So perhaps I'm a little bit too polite. ~shrugs~
