Yes, you can link to ones already on the internet but the problem is when you try to upload one from your computer like for your avatar or signature, or if you just want to add it to your photos here.
I see a couple of people have successfully made their avatars as animated gifs here so I guess it is possible, but I tried putting an animated gif in my sig and it just shows up as a still image.

here is something i wrote in a PM a while ago, maybe it'll be helpful to someone else ...

when you start a thread or make a reply, at the place you want the picture to be, click the button in this picture
a dialogue box will open asking for the web address of the picture you want to use.
you can either link to an image that is hosted somewhere else, or upload an image from your computer.
usually if there is a picture on another place i want to put here, i download it first, and then re-upload it here, instead of giving a url -- that way if the other website changes the picture does not disappear here. sometimes other sites will stop pictures from being linked to, as well. i will show you how to post a picture you upload from your computer.
so the dialogue box looks like this - click on the "from computer" tab, and then click "basic uploader" as shown in this picture:
next the box will ask you to choose a file, then you can upload it.

this will have you look on your computer for a picture to upload.
after you've selected the right file, click "upload file(s)" and voila! it should be in your post. it will appear in the post you are writing as View attachment 12345
