Being introverted doesn't have anything to do with initiating and/or shyness. Introversion has to do with where a person gets their energy. An introvert is energized by alone time and introspection.
Shyness, on the other hand, is fear of social rejection. Lots of people, introverts and extraverts, fear rejection and will decide not to initiate.
Lots of extraverts will cover their shyness with chit chat and a kind of over-sociability. Introverts usually don't like chit chat, and they don't fear silence, so they're more likely to just to not talk if they're uncomfortable or disinterested.
Btw, I say all this as an introvert who is not afraid to initiate. If I was interested in a man, I'd find a way to have a conversation with him and see if it is mutual.
