If telling him no doesn't work please talk to your parents. If he isn't willing to respect your boundaries and instead ends up tempting you forward he isn't the one God has in store for you. Truth.

She's 13. This is where parents need to step in with counseling. She obviously likes him and tbh they both probably just need guidance on how to deal with what they're feeling.
