What have you left out that would show people the pork in the bill? Let's take just one example from your list:

Why do public schools need "help" to reopen? Especially when the teachers are refusing to go back to work? Since the schools were shut down, their utility and maintenance costs must have plummeted considerably. Which means huge surpluses in their budgets.
And 130 billion is a staggering amount no matter which way you look at it. So exactly how will this money be squandered? I will take a closer look at this bill and post a separate thread on Democratic Pork after Stealing the Election.
schools get the majority of their funding from state aid -- and are underfunded even with that. i don't know how long it's been, if ever, since you've had a child in school. or maybe you had rich parents that sent you to a private school? but schools are broke. they get the kids to bring money for basic things like chalk and paper towels and glue, and chip in to be able to pay for gas and admission when they go on field trips. that's not because schools are sapping money from everyone and amassing wealth, lol. it's because we don't fund education in this country. we sit on forums and talk all high and mighty about how 'public schools teach evil blah blah' but we don't lift a finger to do anything about that. we don't take the $25k per year county teacher job to make a difference. we just stick our nose in the air like we're better. and we vote for people that cut school budgets, because 'libs = satan & the GOP is god on earth'
in 2020 the economic impact on states of billions of dollars in lost tax revenue from the shutdown means that available state aid plummeted. school funding is at drastically reduced levels right now.
on top of that, schools have to abide by federal and state laws & guidelines. they don't have the luxury of being a pious repubilcan 'christian' and ignoring city, state and federal rules and laws because they think the pandemic is a conspiracy and are too put out to social distance or wear a mask, no matter what the sings on the doors say. so schools, to open, have to jump through a lot of hoops to try to make the environment that Americans send their children to is safe -- a lot of hoops they didn't have to jump through in 2019.
