God is the Creator of all creation so He also created evil. But why?
 
No, He created beings to have free will; that includes Angelic and Human. He didn't want robots.
He created an angel called Lucifer, in charge of 1/3 of the angels and he chose to rebel, he wanted more.

(1) Did God create creatures to have a free will, as to use any which way they desired?

(2) Or, did God create creatures with the ability to make choices within the scope of love, but his creatures chose to use that ability outside of God's love?

For every action there is a reaction.

What was that experience of evil, which God gave to man, a reaction by God to?

And when did God give that to man?
 
God never created evil. He created beings with free will. They can chose to do good or evil.

"Former of light and Creator of darkness, Maker of good and Creator of evil, I, Yahweh, make all these things." (Isaiah 45:7)

Yes, he does. But in the context of that chapter is that evil revealed to be the initial action taken, or the reaction, and to what?

What was the initial action? Was it not light?

God is light and in him there is no darkness. Recognize that?

How does light ever create darkness as a beginning, as your idea assumes?

1 John 1:5 "This then is the message which we have heard of him, and declare unto you, that God is light, and in him is no darkness at all."

Did God design us "in him" where there is only light, or "out of him" where there is darkness?

How did we come to be outside of God?

This is how we were initially created: Acts 17:28 "For in him we live, and move, and have our being; as certain also of your own poets have said, For we are also his offspring."

Do you want to know the answer as to why, then take a look around you. As long as we accept these conditions in where people are starving and homeless for no other reason but profit, God will continue.
