The Lord has kept salvation very simple. Why do we complicate it.
If you are talking about a command to receive the Holy Spirit, I do not specifically know of any such "command" given generally to everyone. Yes, Jesus commanded the Apostles to wait for the promise of the Holy Spirit in Acts 1:4.
