I have never seen anyone advocate anything like this except for Oneness Pentecostals.
Is it okay for a woman to speak/preach in a sleeveless shirt?

Then you probably haven't attended an independent Baptist Church or spent a lot of time on the threads about modesty.
I think it's too hard to determine what's "okay" because there are so many factors involved. Location, heat, who is in the audience, whether the "preaching" is pre-planned on spontaneous..
^ yes. Sleeves are a ridiculous reason for anyone to decide not to obey God's calling to speak what He has put on our hearts. On the other hand, if I was given time to prepare a speech/testimony or something, and I had an opportunity to specifically choose my outfit beforehand, I would likely not choose a sleeveless shirt. Just my preference.
If God calls on her to speak something right there spontaneously and in the moment, and she just *knows* it, and she just happens to be wearing a sleeveless shirt at the time, she had better not let something silly like her outfit stop her. That is my opinion.

It's all relative.
A tube top is technically a sleeveless shirt, but it's probably not the outfit one should be going with in a church environment. There are plenty of sleevless shirts out there that do not exist to accentuate certain... err... curves.
So, for a woman, maybe. A lot of dresses don't have sleeves either. Again, I think common sense and discernment should probably rule the day, but then again if that were the case we'd have chaos (which is sad).
A man on the other hand. I haven't seen many sleeveless mens shirts outside of tank tops and wife beaters (which I guess are pretty much one and the same).

I think sleeves by themselves is too ambiguous. All sleeveless means is that your arms are exposed; do you really think a congregation of men are going to get titillated by seeing your...Heaven forbid...TRICEP? All those men, gazing lustily at that woman's exposed...elbow.
If the question concerns exposure of the torso (which there are plenty of sleeveless tops DO), that's a different story. But the amount of exposed torso isn't merely a function of the top's sleeve quotient. The real question is, how much back or front are you really showing, in my opinion. Because, quite honestly, if the people you're standing in front of actually, honestly have an issue with your ARMS, then you might as well just dress up in this:

I've never seen hem lengths by inch in the modesty threads. I certainly have seen posts against immodest skirts, which you had advocated for. Is that your complaint? Otherwise I'm not sure I've ever seen what you're talking about in the modesty threads.

It should NOT be a problem when either in female (only) company or mixed company, especially during a hot summer's day/night!
The FAR more important issue is that she teaches truth!
Don't get side tracked by trivial things!

I don't know why a sleeveless shirt would be a problem really, especially if it's really hot out there. Now, the preaching that's a whole other thing...I don't believe a woman should be preaching to men. But the sleeveless shirt...if it's not showing cleavage or isn't revealing too much skin in any other way, I don't see the problem.
If the preacher looked like this and was shirtless I would attend....hahahaha!!

I don't advocate immodest skirts so I have no idea what you are referring to. Length of skirts is mentioned quite frequently, either ankle-length, knee-length, below-the-knee, fingertips, or minis. Being male, it probably didn't stand out to you.
