I think sleeves by themselves is too ambiguous. All sleeveless means is that your arms are exposed; do you really think a congregation of men are going to get titillated by seeing your...Heaven forbid...TRICEP? All those men, gazing lustily at that woman's exposed...elbow.
If the question concerns exposure of the torso (which there are plenty of sleeveless tops DO), that's a different story. But the amount of exposed torso isn't merely a function of the top's sleeve quotient. The real question is, how much back or front are you really showing, in my opinion. Because, quite honestly, if the people you're standing in front of actually, honestly have an issue with your ARMS, then you might as well just dress up in this:
