Something a good friend of mine (who is male) said is that Christian men have to stop "positively reinforcing" the women's behavior. The stares, the compliments, if she's wearing revealing clothing, that will only perpetuate her clothing because of the attention instead of leading her towards modesty. My friend would sometimes even call out his girl friends who were wearing distracting clothing. "That shirt is a little distracting." In any circumstance, it should be done in love.
Thoughts on that? Is telling someone that you know (not a stranger, as we saw the consequences of that in KeeganGentle's post) a bad idea because only the Holy Spirit can change one's heart, or a good idea?
I think modesty is a tough issue since what is "modest" varies, from person to person and from culture to culture.
