Now who is the Holly spirit? mind that there are many spirit that are coming from God and that they are holly too, they include angels and the anointing that dwells in men
The Holy Spirit is Yahweh (God, Jehovah).
The easiest passage to demonstrate this with is in Acts chapter 5.
Acts 5:1-11, NASB

2.) Lying to the Holy Spirit = lying to God
Some denominations call the Holy Spirit the Holy Ghost. These terms mean the same thing.
The Holy Spirit is different from angels. One of the pastors at a church I used to attend said that the Holy Spirit is the empowering member of the Trinity.
