There has been no Third Vatican Council. None. For there to be a Council, the Pope needs to give a public call for one, the Cardinals and Bishops must meet to discuss the doctrines of the Church, one by one. They must reaffirm, clarify, or discuss all of the decisions of the former councils first. Then, and only then, can "new business" be brought before the Council. They discuss, vote, and then publish encyclicals that explain the reasoning for the decision. This takes place throughout the Council, then finally after the council is ended, usually about 1-5 years after the Council began, there is a general encyclicals published. Years after all the encyclicals are compiled and then the Vatican approves the writing of the now official views in a new complete Catechism.
