God does not measure time,
by the amount of times,
the earth revolves around the sun.

but He has determined for us how we should measure time, from day to night, and from season to season:
And God said, Let there be lights in the firmament of the heaven
to divide the day from the night;
and let them be for signs, and for seasons, and for days, and years
(Genesis 1:14)
God does measure time and he has equated our time to his time.

He is from everlasting to everlasting, I AM, the beginning and end, without beginning or end. not confined by time, having created time, ordained it, and set us in it.
teach us to number our days
that we may get a heart of wisdom.

the heavens and the earth are His, and His creation, and time itself is His, His creation.
He changes times and seasons
(Daniel 2:21)
He doesn't "measure time as we do" only in the sense that His days are not numbered as ours are.
but He is certainly able to tell us His times and seasons in a language we understand.
the thing is, He teaches us in parables, so that those who do not have ears to hear, do not hear, and those that do, hear and understand.
this is how anyone who understood the prophets could know exactly when the captivity would end, and exactly when the Messiah would come.
