In Ro 8:28-30, it's all past tense, completed, no waiting until the end comes.

The context of the chapter from vs28-39 is about God's faithfulness to those that believe. Paul is writing to the Roman Christians (late 50's) at the time of great persecution in Rome by Nero. Because of the severe persecution they were questioning God's faithfulness to them.
Paul then writes this chain to show that God has not forgotten them. God had a plan for them. Those that love Him would be changed, transformed into His Likeness. God calls all men but only a few respond. Those that do respond are justified, and those justified are glorified, If one is faithful one experiences each of these events. Paul is not making a theological statement here. He does not include that any believer who leaves the fold will never experience all of these events.
It is simply God's promise not to leave them. God will not abandon His plan for creating man, nor His plan for those that see and believe, that love Him.
One's personal salvation is never a (past tense), it is always future, and then only if one endures to the end.
