Well, actually we can't know, because there is no certain interpretation given by the Bible of unfulfilled prophetic riddles, there is only uncertain private interpretation based on assumtions.
Then why discuss assumptions in an argumentative way? Let the scripture do the talking.

"Then the moon shall be confounded, and the sun ashamed, when the Lord of hosts shall reign in
mount Zion, and in Jerusalem, and before his ancients gloriously." (Isaiah 24:23) Foretelling of the future promise..........
And I heard the number of them which were sealed: and there were sealed an
hundred and forty and four thousand of all the tribes of the children of Israel. And I looked, and, lo, a Lamb stood on the
mount Sion, and with him an
hundred forty and four thousand, having his Father's name written in their foreheads. (Revelation 7:4 and Revelation 14:1) Future tense...........
This is what the children of God (His church) are to ask of God by the name of Christ Jesus. "Thy kingdom come, Thy will be done
in earth, as it is in heaven." (Matthew 10:6)
What needs to be understood is the relationship between King David of Israel, and the Kingdom of God in Christ Jesus.
"Nevertheless David took the strong hold of
Zion: the same is the city of David." (2 Samuel 5:7)
"The Lord shall bless thee out of
Zion: and thou shalt see the good of
Jerusalem all the days of thy life." (Psalm 128:5)
"and the name of
the city of my God, which is new Jerusalem,
which cometh down out of heaven from my God: and I will write upon him my new name." (Revelation 3:12b)
Zion is the earthy representation of the heavenly. Zion always represents God with His children (His Kingdom) whether on earth or in heaven. So Zion represents the physical of the Old Testament, and the spiritual of the New Testament, both having One heavenly King. We can describe His Kingdom as Israel, the bride, or the church. All are correct in the New Jerusalem.

"And thou, O tower of the flock, the strong hold of the
daughter of Zion, unto thee shall it come, even the first dominion; the kingdom shall come to the
daughter of Jerusalem." (Micah 4:8)
The “
daughter of Zion and Jerusalem” is mentioned several times in the Old Testament, usually in prophecy and once in poetry. “Zion” meant Jerusalem and, later, Israel as the people of God. “Daughter of Zion,” then, does not refer to a specific person. It’s a metaphor for Israel and the loving, caring, patient relationship God has with His chosen people. Consider God's children in relation to the bride of Christ.
