African Americans, who traditionally supported the Republican Party, didn't even begin supporting Democrats in any number until the administration of President Harry Truman in 1947–48 proposed civil rights legislation after which the Democratic Party's main base of support shifted marking a dramatic reversal of history.

To answer your questions, because the people on welfare would be unable to find work in this depressed economy that the present liberal government and liberal media live in denial of as they seek to dump every poor immigrant in the world into the worst domestic U.S. labor market since the Great Depression: social upheaval would occur.
The Census Bureau's 2013 figure for the number of Americans receiving benefits from means-tested federal programs (not including those state and local welfare programs nor private charities that are unfunded by the federal government) was over 109 million while the Bureau of Labor Statistics’ figure for full-time workers was about 105 million. When you have more people taking from the federal government than pay into it and it's all being funded by massive government borrowing, then you're building a debt bomb which eventually explodes.
And destroying productivity by taking most or all of the profits of production and redistributing it never worked in all of human history with the 20th century being a case study in it not working when a totalitarian government attempted to force people to increase productivity in exactly the paradigm through the use of raw severe force undergirded by a vicious gulag system.
Setting the reasons for the dismal U.S. labor market aside for a moment; the dismal U.S. labor market (aggravated by an endless flood of labor supply through present immigration, visa, and trade policies) is the number one driver for U.S. poverty, U.S. income disparity, U.S. citizen debt, the U.S. national debt and rising interest expenses, etc...

Can the U.S. and, in fact all Western Civilization, be reformed to spectacular success again? Yes. But, only the wrong reforms are on the table now. Well if AoK's point is that democrats keep them in life with welfare, then what happens if Republicans take over and like they have said remove said welfare? You now have a population that has been conditioned there whole lives to live off of handouts. What happens when those handouts go away? You think the people are just suddenly going to become productive members of society? I mean seriously, the ones who did nothing but lounge around on welfare are going to end up homeless or getting what they need illegally.
