It depends on the person..
usually with hint like:
~ i'm single but i'm not interested in any relationship right now
But if it didnt work i'll go with:
~ gave a short answer
~ not giving him questions even its obviously he want me to ask him about something
~ close answer
~ if he text me i'll not answer quickly
~ if he want to come to my home or ask me out i will only say: hahaha or ummm i'm busy baking/i dont want to go out, so tired.. want to rest at home

If he is so persistent/stubborn (which successfully annoying me) i'll told him directly to stop it and told him in calm mode..

so, basically i dont want to give anyone false hope.. and i dont want to hurt their feeling by saying rude words too.. -_-

in my group of friends, i'm "one of the guys," and so i've never had the problem of "he's interested, but i'm not." lol
 
In my experience, subtle ways don't work, you have to tell them straight out, repeatedly

Maybe NukePooch's idea is the most efficient

Even guys can face this problem. Sometimes, we do not say that we are not interested because we do not want to be rude. :/
