First, notice how you state that you have viewed the video "umpteen" times. This is consistent with most conspiracy fanatics. They spend an inordinate amount of time viewing unsubstantiated claims by kooks, over and over, hearing what they want to hear.
Next, you said the man on the video said they have been doing it (spraying) since the 70's. Well, how many times since the 70's? How high up was the chemical released? Was the chemical harmful, according to him? Did he not say he would gladly explain why the chemical they were releasing was not harmful? Did the female caller take him up on this offer? Why not? Did you call the guy and ask him to further explain? Why not? Are you the least bit interested in knowing the truth or do you prefer to spin a short interview to suit your own agenda?
What I think is they may have done a upper atmosphere wind research experiment a few times in the 70's, and then maybe a few more times in the 90's, as he suggested. So, maybe five or six times a rocket flew up to somewhere between 200,000 feet and over 1,000,000 feet above the earth and released something they were able to photograph and calculate wind speeds.
What is most important is you absolutely claim that the visible contrails of commercial planes flying at lower altitudes are actually chem trails, when you know they are not. Chem trails are released from rockets much higher up and are what? Invisible. That's right, he said it on the video you claim to have watched umpteen times. Invisible chem trails made of a harmless substance released from possible a million feet above the earth, perhaps a half dozen times, or maybe more, in the last forty years, and you have imagined that the chemicals are very dangerous (no proof), and they are clearly visible (contradictory to what chem trails actually are), and they are released at low altitudes (again, no proof or evidence). And the whole time you embrace your made up story, you have the name of the man who clearly stated the opposite of what you believe and also added he would gladly discuss further details of the research to clarify any misunderstandings. But we all know that misunderstandings are the cornerstone of every conspiracy theory and the last thing they want is to understand the simple truths they twist and distort.

No, he doesn't mention that they have been spraying people since the 70's. Tell us the place on the video where he says that? This is exactly what every conspiracy theorist always does, misquote someone. What he said is there have been some of these experiments have occurred in the 70's and other decades. He never suggests these happened thousands of times. They could have done a total of less than ten of these flights over the last 40 years, for all you know.
Within the video it shows how the word "chemtrails" has been used for many years by many government agencies and NASA scientists as a way to explain different chemicals being dispersed into the atmosphere.
Into the upper atmosphere, the ionosphere. You prefer not to repeat that part because you know we all can google the ionosphere and find out it is way way up there, above any jet airliner traffic releasing contrails. This allows you to imply that commercial airliners releasing contrails are actually releasing chem trails. You know this is untrue, so please say so. Make it short and simple. Say that jet airliners have never released chem trails, because we all know that chem trails are invisible and are released from rockets at altitudes up to and above 1,000,000 feet above the earth.
The caller isn't complaining about chemtrails, she's concerned about the rockets releasing lithium into the atmosphere.
The caller is an idiot. She isn't concerned about anything than misstating what was said. She had every opportunity to ask further questions to clarify what chemicals were released and why they are harmless, and she did not do so because she did not want any evidence of how harmless the wind experiments are.
