The reason I ask is because The Sanctuary Cities God set into place were cool ideas. If I accidentally killed someone, even if I repent and pay what the law says to pay, the families still have to deal with the fact I killed their daughter/sister/mother/aunt/brother/father/uncle/cousin. There is no amount of anything I can do to bring that person back and they are angry. They want to see me punished/killed. So God gave us a place to live out of reach of those who'd want to kill us.
Of course we could leave whenever we wanted, but the second we left the city, we have a bull's eye on us. I certainly would miss my family there. My family was free to come and live with me. It would be unwise for me to leave though. So, if they chose not to live with me, I'd have to count on them coming for visits. Again, I could choose to visit them, but I'm not fond of having a bull's eye on my back, so why would I?
Because of my understanding of City of Refuge, I really don't understand how that fit into what you said. I strongly suspect you pulled that out of the NT, and I just don't remember it. So would you mind telling me how you got that and how it fits?
(And, since this is pages later, I suspect it is connected to Ariel's description on the lamb's blood over the mantles in Egypt. Unfair to ask, unless you remember what you were referencing. lol)
