Christians are free from laws, but there is only one reason why.
Its because we abide in Christ. We are the Workmanship of God now.
Matthew 11:28 Come unto me, all ye that labour and are heavy laden, and I will give you rest.
The Lord Jesus gives us rest from our work at the law in order to be righteous before God.
John 15:5 I am the vine, ye are the branches: He that abideth in me, and I in him, the same bringeth forth much fruit: for without me ye can do nothing.
After we have received this Rest from Christ we continue to abide in Him for all of our Provision and blessing.
This is the much fruit;
Galatians 5:22-23
22 But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
23 Meekness, temperance: against such there is no law.
Notice especially the first fruit of the Spirit listed...
Romans 13:9-10
9 For this, Thou shalt not commit adultery, Thou shalt not kill, Thou shalt not steal, Thou shalt not bear false witness, Thou shalt not covet; and if there be any other commandment, it is briefly comprehended in this saying, namely, Thou shalt love thy neighbour as thyself.
10 Love worketh no ill to his neighbour: therefore love is the fulfilling of the law.
The fruit of the Spirit is a gift from God. It is a part of Salvation, a part of abiding in Christ.
Ephesians 2:8-9
8 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God:
9 Not of works, lest any man should boast.
Romans 10:3-4
3 For they being ignorant of God's righteousness, and going about to establish their own righteousness, have not submitted themselves unto the righteousness of God.
4 For Christ is the end of the law for righteousness to every one that believeth.

Just some points to also consider...
You quote Matthew 11:28 where Jesus promises rest, but if you read further you find that Jesus also has a yoke and tells us that we need to learn from him... so there is something we need to do besides just 'rest' and there is instruction that we need to learn and follow as well as a burden to carry (though it is light)...
Matthew 11:28-30
28 Come to Me, all you who labor and are heavy laden, and I will give you rest. 29 Take My yoke upon you and learn from Me, for I am gentle and lowly in heart, and you will find rest for your souls. 30 For My yoke is easy and My burden is light.”
John 15:5 quoted speaks about being connected to the vine... following on that chapter we find Jesus telling us that we need to also have the words He has spoken live within us...
John 15:7
7 If you abide in Me, and My words abide in you...
I believe the Psalmist suggests that when the words are hidden in our heart, we will not sin against God (Psalm 119:11). Jesus also speaks of the parable of the houses built on the rock and the shore in Matthew 7, where Jesus clearly says that he who does will be called wise... so again, seems like we need to follow through with action some where
Matthew 7:24
24 “Everyone then who hears these words of mine and does them will be like a wise man who built his house on the rock.
I like the fruit part and can see that connection, yet I do have some thoughts on the Romans 13 passage you gave... First time really reading them in context, but it would seem from the verses that the last commandments are connected to loving your neighbour... does that not then suggest that the beginning commandments are connected to how we would go about loving God? First time thinking about it this way after seeing these verses, so still gotta meditate on it more, but there does seem to be a clear connection between the commandments and love for God and man from these verses...
I like the end too... let us hold fast to the hope and faith we have in Christ and not subject ourselves to the bondage that sin presents... thanks for your thoughts and for making me think further...
